The success of German diplomacy in Mo- rocco has turned attention anaw to the policy of adventure and aggression which is supposed to underlie the activity of German statesmen In the foreign field. They are part of the iron-bound official" system ¦ which, whatever its merits, does not attract the free spirit of enterprise that conquers the most untoward conditions and', fostere commerce and trade, Although Germans have been offered inducements to settle in their oversea possessions, they have not responded with the eagerness which one would expect. from a people reputed to be anxious to found a great colonial empira; neither have capitas has shown any disposition to invest money in these undeveloped estates. They have not achieved the success which has attended *- British colonies in the same position. Almost all of them are dependent on the home govern- ment for financial support; some are heavy charge on the Imperial exchequer, requiring i Large subsidies to enable them to balance their budgets. Their existence is due to the resolute proficy of German Statesmen to jo crease the power and prestige of Germany throughout the world; their failure results from the reluctance of the Individual German to migrate to them in any great numbers.
