Mr. ft. J. Gedge, of Johnson, Stokes and Master, appeared for the Chin Cha teng better known as the plum Farmers, and he opposed the closing of the petition. Two charations had been put in by the managers of the Opium Farm. The debtor, Mr. Gedgestated, was new in Victoria Coal and had been there since the 9th June. The creditors held that the debler was a native of a place rear watow and said that for the last 20 years he had resided in Hongkong or Swalow. He was one of the Opium Farmers holding the grant from the Colonial Government which expired in 1914; and he made large sums of money out of the Opium Farm. They declared in their affidavit that be

The Emperor, in response to the laudable efforts of America for the re-establishment of peace and aniity between the belligerents, has authorised mic to proceed to America and ascertain the conditions which our gallant adversary deems sufficient, and enough to make the basis of peace negotiations.

The galiant belligerents have only learnt each other's true value, intention, and ability at the seat of war, and have now reached an oppor. tunity to send their respective Envoys for the establishment of a perminent peace, so that they may live benceforth in cordial relations.

Russia is, of course, desirous of learning forthwith Japan's conditions, and if they are considered and judged acceptable, Russia will enter forthwith on formal negotiations.

Accordin to international usages, the respective Envoys should settle beforehand these preliminary conditions, but H., the Czar has consented not to adhere to these pre-

The feet of transports left a certain base at 4 o'clock on the morning of the 21st July for Saghalien under the convoy of a Daval squa- dron. During the voyage the weather was fine, and while the temperature was very high by day the nights were bitterly cold, and it was

A division of the naval squadron which preceded the transports had completed the operations for the clearance of mines and was in readiness for the anchorage of the transpons. Speaking to the correspondent of the Kokumin, Mr. de Witte stated that Russia will not ask for an armistice. He added that bis instructions are so comprehensive that he can accept Japan's terms if they are moderate. The internal situation of Russin, he said, is abnormal, but this will not affect his action.

The following were the arrangements for the reception of the envoys;-
