FRENCH REPLY TO JAPANESE PRTIST.

The Foreign Office here published the reply of the French government to the protest made by the Japanese government, the gist of which is as follows-
Upon receipt of the news of the arrival of the Baltic Fleet at Kamranh Pay, the French government at once wired to the Governor of Tonking instructing him to colusce the regala tions of strict neutrality.
France also asked the Russian government to instruct the Baltic Fleet to leave the territo. rial waters of France, and the Russian govern ment answered the French government that the said government had cabled to the feel to leave Frenchi waters.
