Now that it has been stated definitely, for about the sixth time, that the Baltic Fleet has started for the Far East, there is a pos. sibility that, after all, the warships may come to Chinese waters. In competent circles in St. Petersburg, it was recently stated that it could not leave for the Pacific before the end of this month, and naval experts went so far as to assert that, even if it did start, it
will never reach the war zone. There is no doubt, however, that great preparations have been made for despatching the vessels and affording every facility for coaling them while at sea, and when they arrive in the north.
