AORICULTURAL AND AFFORESTATION POSSIBILITIES.
Hi Hon. J. H. Stewart Lockbart, Commis sioner of Welhaiwei, has kindly forwarded to us Mr. S. T. Dunn's report on the agricultural and afforestation possibilities of our Northern Dependency. The Superintendent of our Be tanical and Afforestation Department in the course of his observations says i—
In offering the following recommendations for the utilization of the agricultural resources of the territory, it has been assumed that the ultimate object of any present action in this department is to encourage sea-borne trade, and that the expenditure upon it is only justifi ed in so far as it furthers that end. It is farther assumed that the economical administration of forestry and agriculture in the fature will de pend upon the degree in which it has been possible to guide their development along natural lines suited to the inhabitants of the
district.
The farmers appear to be shrewd and intelli. vent men to whom it should be possible to show the advantage of partaking in the various lines of enterprise here suggested. Theit Instinctive suspicion of the foreigner bau largely disappear ed, thanks, no doubt, to a wise and kindly administration of power, so that their co-opera- tion, so important to trade development, may be looked for.
The land is naturally fertile, though the soil is too light for many crops. There is plenty of water to be bad at all times by digging a few feet in the lower levels up to 300 ft. above the sea level. At Shanhaikwan the Russians are buying up large numbers of cattle which are walked over- land to this place and then sent on to Port Arthur and the surrounding towns.
They are commandeering carts in the town for which they pay nothing, therefore the carters try to leave the town with their carts and cattle but they are never allowed to go far. All the merchants have been ordered to put at the Russians' disposal 4 mules or horses each, and those that have none have to purchase them, so you can well imagine the state of fecting. All the Chinese are anxiously await.

It is reported that when Chang Kung Pao was about to leave Peking he told Prince Ching that if Russia should encounter reverses in Manchuria in the present war, the probability would be that the Russian forces would con- centrate in Mongolia and Chinese Turkestan. Therefore the scheme of frontier defence in the north must be discussed, and it would require about 5,000 or 6,000 troops to be stationed at Fukien.

The Japanese non-combatants in Siberia for whom the good offices of the U. S. Ambassador at St. Petersburg have been secured, are traders and others at Irkutsk and Chita, who were forbidden by the Russians to travel to the coast, and who are starving.
