The negtiations concerning the actual advance of the mission are also fully set forth in these Parlamenary papers. By reference to a telegram from the Secretary of State to the Viceroy, dated November 6th, is seen that the Home Government are not prepared to acquieste in an advance with the object of establishing a permanent mission at Lhasa at a distance which would be dangerous in consequence of the dificulty of communication with the Indian frontier.

Port Arthur proves absolutely nothing but the fact that modern science has outstripped the capacity of certain nations to make intelligent use of the new weapons, it would be precisely the same thing if it bad been battleships and torpedoes, men-of-war and fire-ships, or triremes and catapults. With incredible negligence the Russian squadron remained inert; all the harbour lights, and beacons remained as before; no special precau tions were taken, save that a patrol of three torpedo-boats was sent out; all the rest of the light craft returned to port, leaving the squa dron as a gift to the enemy. The night was clear, the sea calm, and the moon was shining. After all, why were the Russian ships not at sea? Because they were, strategically speaking, afraid of the Japanese navy, And why? Be cause of the superiority of the enemy's battle, ships; therefore, one might claim with perfect justice that it was the direct threat of the superior battleships that caused the Russian squadron to suffer the disaster we know,
