The War.
LONDON, roth March.
The Tsar has congratulated the garrison of Vladivostock on their baptism of fire and is convinced that all will make a rampart of their bodies to protect Russia's stronghold against the enemy.
The State department at Washington is informed from Chefoo that Japanese troops have arrived at Fung Wang Cheng and Taku- shan, thus getting to the rear of the Russians in Korea and threatening their railway com- munication.

Loss of a Russian Torpedo Boat, A Russian torpedo-boat tras heen lost be tween Port Said and Crete. The crew was saved.
The Russian Baltic Squadron. The Temps, St. Petersburg correspondent, says that the Baltic Squadron will probably leave in July and attempt to force the North- East passage.
The House of Commons. A motion by Captain Peric condemning the continued agitation in favour of pre- ferential protective tariffs, which was encour aged by the language of certain Ministers, was rejected by 289 to 243, Twenty-six Unimists voted with the minority. This is regarded as likely to hasten a General Election.
NEW FRENCH TORPEDO BOAT
LAUNCHED AT SAIGON.
On the 29th ultimo, a new first-class torpedo -boat, construc'ed at Saigon, was launched from the Naval Arsenal, of that port. This little vessel is designated as the 9S., and is the ninth of a flotilla of similar boats already built in that port. The 85. was launched in September last, a description of the same having already ap- persed in these columns. Details and dimen- sions of the 95. are as follows:-Length, 122 It. 6 in.; breadth, 3 ft. 3 in.; depth, 6 ft. 6 in.; tonnage fo; H.P. 1500; estimated speed 24 knots.
With the exception of the engines, manufactured by the Cie. du Creusot, this torpedo bost was entirely constructed at the Saigon arsenal, the work having lasted five months. It is worthy of note that this beats the record of the naval yards in France, where at least six months is required to complete A vessel of this class.
CHINESE FINANCE.
Mr. M. H. Houston, writing in a special anniversary issue of the Financial News an the above subjeci, states:-
Owing to the fall in the sterling value of silver the Haikwan tael, which stood at 3s, in 1900, was worth only 25. 7d. at the end of 1901, and 25. d. at the end of 1972. The interest and principal of innst of the foreign loans being payable in sterling, China has to make up the difference between the 6xed rate at which the various loans were arranged and the rate of the day, which is based upon the fluctuating value of silver.
