JAPAN'S MILITARY
STRENGTH.
There seems to be a general impression in Europe, which since the Japan-China War bat. come to look upon Japan as a somewhat belli- cose Power, that with the Westernisation of institutions there has gone on a steady expan- sion of armaments, and that Japan has consider. ably more men under arms to-day than in the days of the Shogunate. Those who have devo- ted any time to the consideration of this ques tion will be aware that this is not the case, and at the present moment it may be well to set down a few interesting facts on the matter. Up to a year or two ago the peace fooling of Japan's army amounted to 100,000 men; but for some years past there has good on a streng thening of the divisions which has resulted in adding so per cont. to the peace strength. The scheme, which was framed after the Japan. China War, was to come into operation gradually, and it was estimated would not be complete until next year, but it is possible that the events of the last few months have caused
its completion to be expedited, in which case it may be reckoned that the peace strength of the Japanese Army amounts to 150,000 men and 30,000 horses, the war strength being 500,. ooo men and 100,000 horses.
Now the population of Japan is at the present time som forty-four millions, and in com- parison with the armies of the various European Powers the war strength of gro,000 can hardly justify the statements sometimes made that Japan seeks by means of her military force to become the dominant Power in Asia. If we turn to the end of the sixteenth century, when
there might have been reasonable ground for an apprehension that Japan before the passing of many years would dominate the whole of the Chinese empire, we find the number of men withdrawn from the arts of peace was immen. sely greater in proportion to the population. Previous to the Korean expedition of Hideyoshi the population of Japan was probably not mpre than twenty millions. Yet we we find that the total gathered togeher for the invasion of Korea amounted in some 395,000 men, and about two- thirds of these were raised from the islands of Kyushu and Shikoku alone. That was the great fighting age in Japan, when every Daim- yo had to keep a large force, and those whe were not soldiers were lule better apparently than seris. At that time, in proportion to the population Japan had perhaps a larger army than any country in the world Again, at the second siege of Osaka, in 1615, it is estimated that there were not far short of 400,000 men engaged, and this did not by any means repre- seat the whole of the fighting men in the co-
untry.
Nor does the total of men rogaged in the profession of arms seem to have materially diminished during the Shogunate, notwithstand- ing the long peace enjoyed after the capture by lyeyasu of Osaka in 1615. When in 1865 the Shougua sel out from Tokyo to punish the
rebellious Mori of Chushu it is e timated that
his army consisted of at least 120,000 men, and it must be remembered that many of the dis affected Daimyn held aloof from this expedition, which seems to have mainly consisted of the Shougun's household troops. in Yung Japan Mr. Black publishes a letter from a Colonel of Artillery in the Shougon's force to his brother in Yedo, which runs as follows
"The Tycoon's army (his own retainers), as it left Yedo, consisted of 70,000 men. Of this number 10,000 were altogether equipped and drilled in the European style. This force, say the best judges, is the kernel of the army, and that on which the lycnon more especially reckons for the anal success of the ruggle, if it really comes to be serious. Then there are 50,000 men belonging to ten powerful daimyos These latter left the capital some days before those of the Tycoon; and among them are some fow companies-how many it is difficult to say -more or less perfect in foreign tactics. Thus the whole force amounts to 120,000 men."
In view of these facts it is evident that Japan cannot be accused of pursuing a consistently militant policy by training more of her popula tion to the use of arms than in the days before the Westernisation of her institutions. Though it is difficult to obtain exact figures, it seems evident that prior to the reforms of administra- lion which began about 1873 a much larger proportion of the Japanese population was withdrawn from labour and the arts of peace than is the case at the present day, even with Japan's full war strength of 500,000 men.- Koba Chronicle.

Shipment and discharge of goods and pas- sengers will be allowed, in addition to Treaty Ports, at the following six Stages or l'orts of Call:
Kumchuk, Paktauhau, Shiubing, Lotinghau, Takhing and Dosing, and steamers may land and ship passengers and their luggage at any
of
Yungki (in Tailung Channel), Mahning (in Junction Channel), Kaukong, Kulow, Wingon, Howlik, Lakpu, Yuctsing, Lukto, and Fungchuen (in West River). Passengers luggage must not contain articles subject to duty, and the presence of dutiable articles will render the whole liable to confis cation.
Steamers are divided into two classes 1. Local River Steamers running from Can
ton or Kongmoon to parts up river without leaving Liang Kwang waters,
2. Foreign-going Steamers from and to Hongkong, Macao, etc., trading for the voyage up and down river.
LOCAL RIVER STEAMERS will deposit their registers with their Consular (if Consularly Entries Close on MONDAY, the 28th March, unrepresented) with the Customs at Canton or at 3 P.M.

FOREIGN-GOING STEAMERS will enter the West River either via Kongmoon or vie Canton. If entering via Kongmoon they will take the Motomoon (Broadway) route and report at the Mongchao (Lappa Customs) Station, to comply with the requirements of previous regulations including fasue or inspec tion of Arms Certificate, and take out the KONGMOON PASS. They will then pro ceed direct to Kongmoon where, if bound further up the West River, they will surrender the anid Pass to the K ngmoon Customs, and deposit their Registers with their Consul or (f Consularly unrepresented) with the Customs, and receive a Certificate to be called the SPECIAL RIVER PASS, without which they may not trade at any Treaty Port, Part of Call or Passenger Station. On return to Kong. moon and when all dues and duties are paid or accounted for, the ustoms, on surrender of the Special River Pass, will issue a Clearance which will entitle Steamers to the return of

Steamers trading at the West River Treaty Ports must enter and clear and load and dis charge cargo in the same manner as at other Treaty Ports along the Coast, and in ac cordance with the Customs Regulations of the River Forts concerned.
