Russia, says that paper. The cause of this delay is explained more in detail in a Peking message of the 26th ult, which is printed in the Japanese vernacular Press. It is said to be due to the difference of opinion amongst the leading members of the Russian Government. The Military and Naval officers hold divergent views as to the steps to be taken in the event of war, and M. Pleske, Financial Minister, has refused to allot any money for Military expenditure. The Chinese Minister to St. Petersburg, also, has reported to the Government that the delay in the despatch of the Russian Reply to Japan is due to difference of opinion amongst two or three high officials, Sinee above was in type the tele- gaur Yokohama correspondent, issue, has been received.
