The Situation in Macedonia.

LONDON, 1st February.

The Macedonian situation appears to be entering on a more acute plaise and it is eported that the relations between Hilmi Pasha and the Assessors are the reverse of cordial.

The War Cloud.

It is reported that, in the event of a Russo-Japanese war, the command of the Russian land forces will be entrusted to General Kuropatkin.

A Japanese official in London, who is acquainted with all the details of the negotia- tions, in an interview with Renter's repre sentative, said that Japan was determined to insist on a binding written assurance in re- ference to Chinese sovereignty in Manchuria. Japan might agree to modifications on other points but without this, no matter what other conccasions were made, she would break off negotiations and peace was impossible.

Japanese Exchanges,) Russian Note to China.

Peking, 21st January. The Russian Government have forwarded a note to the Chinese Government with reference q the statement that the latter had decided 10 adopt a neutral attitude in case of hostilities. Russia made the Ellowing proposals:-1. All foreign officers in the employment of the Chin- ese Government to be disinis‹ed. 2. The num- ber of Chines saldiers and tie names of the places where they are stationed to be notified to the Russian authorities.

The Chinese Army.

Peking, 20th January. An appropriation of two million kaela has been made by the Treasury towards the expen- diture relating to the organization of the new standing army. The enforcement of stamp duties proposed by the Minister of War is now being considere by the Treasury authorities. It is expected that an annual revenue of 2,210,- ooo tacts will accrue in Chibli province from this source alone.

In reply to the Corean note, the French Minister has rejoined that France is simply following the example of the other Powers in the despatch of troops to Seoul, and that he trusts the cordial relations existing between the two countries will not be impaired thereby.

Seoul, January 20th. The Emperor of Corea, being desirous to establish a Red Cross Society, has instructed Ye-yong Yik in investigate the matter. Ye proceeded to the palace yesterday evening and presented his Majesty with a copy of the statutes of the Japan Red Cross Society.

The presentation of prizes at the Kaon Hew Free School, Boubam Strand West, was per formed last night by Mr. Lo Koop Ting. The yearly report of Mr. Chan Hewan showed that the school afforded instruction to 200 pupils, Five masters have been engaged and the school was opened for two hours each evening, the total expenses amounting to about $3,000 year. Since Mr. G. Kent bad resigned the headmastership his place had been taken by Mr. Kwok Ying Kun, who is assisted by four other masters. Several boys who had studied there had now obtained good posi tions with mercantile firms. RUSSIA SEEKS INTERVENTION.

A Tokio despatch to the Mainichi states tut Russia is in a very awkward po ition and that she has alempled to settle the situ tion by inviting the intervention of some of the powers. She invited Germany, France, Great Britain and Italy to take action, but all attempts in this direction have end d in failure. Russia now pretends that she never invited any powers to intervene, and is seeking to continue the negotiations with Japan. A reliable report received in Takin on Monday night states that Count Lamsdorff sought an interview with Mr. Kurina and declared that Russia desires a peaceful settlement of the difficulty. Count explained the cause of the delay in the despatch of the Russian Reply and promised that it should soon be sent to japan.
