Though the surprises of maritime warfare are many, and the fighting qualities of the Russians beyond dispute, the balance of chances in the Far East inclines for the moment in favour of Japan at sea, and largely in her favour on land, presuming naval victory
at the outset.
Although the number of Russian troops in East Asia is considerable, a large proportion is absorbed in-the-guard of frontiers, railways, and fortresses nor can the Trans-Siberian line be regarded as a sure channel for reinforce- ments once war breaks out,
The difficulties in the way of despatching ships or men by the ocean route will also prove insuperable if and when war is declared unless Russia at once asseris a naval pre- dominance which she has no warrant to expect. If this be so if, as certainly is the case, the maritime frontiers of Russia on the Pacific are now blocked by ice for a considerable measure of their length; if Russia has no provision of docks at Port Arthur to enable her to make good the damage caused by a single naval engagement: then, for Russian diplomatists to have led their country into this blind alley from which there is no exit save by a diplomatic or military reculated or by war proves them to be lamentably inferior to their reputation,
Time was, only a few months ago, when opinion in Japan was still divided and when the whole waited 'body of sentiment of the country was as yet unprepared to support the Government in resolute action. The latter was therefore compelled to proceed with the utmost caution, since the war, if it came, had to be national or nothing.
In conclusion, one may ask what has become of the Hague Tribunal, and why do not the rival Powers have recourse to those "friendly offices which were rendered obligatory by an agreement which owed its inception, to the present Czar? That this has not been done is the most ominous sign of all, since it was unfortunately stipulated at The Hague that malters concerning the "honour and vital interests" of disputants were not susceptible of treatment by an International Court..
Nevertheless, it is certain that war would be a great calamity, that it would probably bring no lasting benefit to either of the chief Powers concerned, and that it might conceivably involve England in greater national dangers than the war through which we have just passed. Under these circumstances no effort should be spared to induce the opposing nations to lower the point of their swords and to submit their quarrel to a Tribunal which has already nobly proved both its competence and impartiality, boycotted though it still is by the

Moreover, although Japanese naval opinion still believes that it may for the moment aspire to predominance at sea, it has given the Japan. ese Government a perfectly clear warning that if further Russian reinforcements are permitted to reach Port Arthur the naval situation will become radically altered for the worse, and that reasonable hope of a successful issue at sen will be at an end.

Although such opinion might not, under ordinary circumstances, be allowed to decide the question of peace or war, it is impossible not to perceive that it must operate - with peculiar force at this moment, and that it can hardly fail to influence a people with whom D
the traditions of combativeness count for so much. There need not, however, be an im mediate rupture. The interests of England and of other Powers are no deeply involved that unless Russla despatches further reinforce- ments to the East negotiations may drag on but there are limits to the demands which one Power may impose upon the patience of an, other, and these limits Russia has apparently already all but overstepped. The situation, from no matter what point of view we regard It, cannot but be considered extremely grave.
If the Government of this country and of Japan are well advised, they will not fail to publish without delay full detalls of the trans- actions of the past few months. Our Govern ment has been kept duly Informed of every step taken, and has thereby become an acces- sory before the fact to any action that ensues. It support is no doubt useful to Japan, but that of the British public is indispensable, and the public is in no position, to judge until it is in possession of the facts, of which the Govern ment at present alone has coguisance,
We are, unfortunately, unaware what mil. Itary alliances or conventions may not be sprung upon us when the Arst what is fred. We have no reason to expect that Russia allowed the Anglo-Japanese Al lance to pass without a countex-assurance.
