A considerable uneasiness has for soine time existed in political circles, which, contrary to the expectations of supporters of the present Ministry, the return of the popular Colonial Secretary has failed to dissipate. Though it would be wrong to infer from the recent defeats of the Govern. nient candidates at Woolwich and Rye that the majority of the country's electors are dissatisfied with the present administration, these two vicituries (or the Opposition un- mistakeably indicate a certain amount of unrest and want of confidence. Neither can it be said that the people have no cause for complaint, nor is it difficult to determine the origin of their sentiments. The recent policy of the Government with regard to the A. S. WATSON & Co., action of Great Britain in Venezuela, the con- troversy concerning the Education Bill, the unsatisfactory results of the recent Act relative to the confiscation of licensed premises-inso- much as publicans are somewhat naturally clamouring for compensation, which seems likely to be granted and which will probably come out of the pockets of the ratepayers- have tended to disquiet the minds of the British public. Atop of these have now come the Army Estimates, which show that the enormons sum of over twenty-seven millions will be necessary for the main- tenance of Mr. Broderick's present system of military defence during the coming financial year. During the long struggle în South Africa the country responded without hesitation to all calls made upon it, knowing as it did that the strength and indeed the very existence of the Empire were at stake but now that peace has succeeded a long but successful war, and that no danger of conflict in any other quarter is in perspec-

BACKYARD EXEMPTIONS ON HUMPHREYS ESTATE.

At yesterday afternoon's meeting of the Sanitary Board another letter was read from the Humphreys Estate & Finance Co. in con- nection with certain houses in Bulkeley and Market Streets, Hunghom, for which exemp tion was asked frony the provisions of the new Building Ordinance with reference to backyards, The writers submitted as a further plea for exemption that (1) the houses were built in accordance with the building regulations in

Dr. Pearse minuted that he was not prepared to reconsider his former recommendation in this matter. From a sanitary point of view he had nothing to do with the ease of difficulty with which required open space could be pro- vided, nor with the expanse the owners were HE Beer to drink in the tropics is the Bear made in the troples-SAN MIGUEL-

Mr. Rumjaba then quoted from Ordinance 18 of 1901, section 55, sub-section a, to prove that backyards were open spaces, and that open spaces bad already been provided to the

houses.

Capt. Lyons That Ordinance has been repealed, hasn't it?

Mr. Rumjabo-Yes.

Capl. Lyons-Then what is the good of reading from an obsolete Ordinance? It is á waste of time, I think.

The Hon. Chatham said that before the Board committed itself to the motion he shiulu like to mention that the question of recon structing all the street gullies was at prese t under consideration. It had been decided to adopt a new form of gully which would do away with the stagnant water to which Mr. Pollock had seferred, although not entir ly. It would be in the recollection of some of the members of the Board that some time ago a motion was passed requesting the Government to insert traps in all these street gratings, so that the foul air should not be able to pass from. the sewers or drains to the open air, and the new form of gu ly provided for, a trap of that dis cription. The water they contained, however, would be less than that beld by the present gullies. It would be obvious, if the present... gullies were to be entirely abolished, that it was useless la expend a very considerable sum of.. money-probably not less than a couple of: thousand dollars-in filling in these receptacles. The construction of the gullies had heen pro- ceeding for some time, and therefore be would suggest that the motion be withdrawn. Other wise, concluded the Vice-President, he would have been very pleased to support it..

The President mentioned that the Senior

The Hon.
