THE PUBLIC HEALTH AND BUILDINGS ORDINANCE.
In connection with Mr. Rumjahn's propost. tion at the Sanitary Board meeting regarding the amendment of sub-section 51 of section 6 of the Public Health Ordinance, the following discussion, in addition to that appearing in our issuc last evening, ensued :—--
In proposing the resolution Mr. Rumjalis contended that roams such as dining-rooms, accountants' rooms, which are found in Chinese shops and hongs, and also rooms used as offices which did not open into the external air and were not used as sleeping places, must be removed. The fheeting was held on December 18, when a resolution was passed approving of the directors' proposal, and all the employés had accepted the £11,280 in full satisfaction. Nelson now alleged that the meeting was irregular, and the resolution approving of the directors proposals invalid, because the amendment he proposed was not put to the meeting.
Mr. Macnagluten, K.C., appearing with Mr. Pearman for Mr. Netson, said that the meeting was altogether irregular. The real crux of the maller was that the amendment which Mr. Nelson wished submitted to the meeting was declined by the chairman. If the amendment was one which could pr. perly be put, the re sult was that the meeting was altogether invalid and that any resolution passed was invalid.
His Lordship said at present his view was that he could not sanction the directors dividing the fund, if the old shareholders claimed it að-
The President proposed as an amendment that the Board do not take action with regard to these offices and accountants' rooms or other offices that Mr. Rumjaha referred to. It was not advisable, he thought, to make'an amend- ment of the Ordinance at this early stage. If they recollected, the Board passed some Memoranda on 15th March, 1500, in connection with the enforcement of the Insanitary Pro- parties Ordinance, providing that it should not. be necessary for the Board to take action inversely to the company; but he must put them regard to existing " ping-pong shops," which

Mr. Fung Wa Chan seconded, and said that as long as the Board did not take any action in
such cases he saw no objection.
Mr. Rumjaha pointed out thit the Insanitary Properties Ordinance was repealed by the new Ordinance and consequently any bye-laws made under the former would have on effect.
The President-That is not a bye-law. M. Fung Wa Chun-It is a concession. Mr President-Simply a concession. Mr. Polluck inrught it was somewhat irre- gular for the Board to say they would not take action under any circumstances in any case which fell under the notice of the Board.

Mr. Pollock thought they should not pass n res lution binding themselves not to take action in any such cases, if they had power m take act on by law.

FIRES IN THE EASTERN DISTRICT:
Shortly after 10 p.m. yesterday Inspector Collet, in charge of No 2 Police Station, was informed that an outbreak of fire had occurred in wanchai Road at one of Messrs. Chai Lung's bakeries. The manual engine and hoses were manned, but considerable damage was done to a large quantity of flour, and biscuits stored in the premises. The two adjoining houses, Nes, toy and 109, were charred by the flames. Damage to the extent of $1,000 was done. The premises were insured with a Chinese firm for $4000. The outbreak was caused by paper being ignited while biscuit t'ns were being soldered.
PILOT BOAT.
While the pilot schooner Tele Star was
riding at anchor off the Yangtze last Friday morning, she was run into by a Norwegian steamer and only saved from total destruction by the prompt action of those aboard, consist ing of four pilots and the crew. According to the W. C. Daily News, it is only about a month since one of the schooners (No. 9) was run down by a Japanese steamer on a clear moon- light night, going to the bottom in one minute and a half, and the pilots and crew having a narrow escape from drowning.
