SHANGHAI AND SILVER.

At the annual meeting of the Shanghai General Chamber of Commerce, Mr. F. Anderson moved the following resolution — Having in view the fact that silver is subject to violent fluctuations and that China's financial obligations, national and commercial, are now mainly, and in future will probably be entirely, with gold using countries, this Cham- ber is of opinion that the Treaty Powers should urge the Chinese Government to take the necessary steps without delay to provide for a uniform national coinage, as a first step towards establishing the currency of this country on a gold basis at as early a date as practicable."

Mr. E. S. Little seconde, and the motion was unanimously carried,

PHILIPPINE COMPLICATIONS.

The Washington Government finds itself confronted by a very grave perplexity, conse queat on its annexation of the Philippines. In some of the Islands especi-lly Mindanao, both slavery and polygamy are "domestic institu tions" of very ancient date. Are they to be abolished forthwith or to be left alone? With a view to obtaining enlightenment for President Roosevelt, General Wood is about to proceed in India to ascertain what is the prac tice of England in dealing with these evil growths. lie will there learn, of course, that slavery has long been suppressed, whether of the domestic variety or the other and worse sort. But polygamy is noi interfered with either directly or indirectly; the many-wived nalive enjoys precisely the same opportunities for self-advancement and privileges of citizenship as the man content with one wife possesses. It is the same in Africa; the State refuses to recognise any disabling turpitude in the polygamist. But if the Washington Government were to adopt that attitude in the Philippines, the Mormons of Utah would he pretty certain to claim equality of treatment. Slavery, top, is a ticklish question in the States just now, when Mr. Roosevelt's plunge into negrophilism has fired the South and a large part of the North with blazing indignation. It is possible, also, that General Wood may come upon another "domestic institution "in Mindanao which has its counterpart in British India. The American Par tan would be aghast were he asked to countenance polyandry, in the Philippines as one among the many penalties of Empire. building.

NARROW ESCAPE OF THE

RAUB GOLD. “

Mr. J. S. M. Rennie passed through on Saturday on his return with the monthly instal· ment of Raub gold, says the Malay Mail, of 14th inst. He had a somewhat unpleasant ex- perience on his Journey down; learing Raub at 7.45 a.m. on Good Friday. He was some twelve miles on his way, where the road is but a few yards wide, when the ghany-pony, evidently thinking the importan: e of his “fare" justified some exhibition of equine gymnastics on his part, kicked ore shaft off, splintered the other, and smashed the front of the trap.. Mr. Rennie fell out at the back and the Raub gold was scattered on the Trunk Road and ell but toppled over the gully, being gallantly rescued by Mr. Rennie who, barring a suspici ous looking scratch on the tip of his nose, was not much hurt.

If the Sikh syce was questioned, we learn, he would give the following reason for the above-related chapter of accidents. Some eight miles from Raub, Mr. Rennie saw a fine patr of buffalo-horns on the roadside, annexed them and put them in his trap. The syce protested and foretold disaster through the presence of the homs of a dead buffalo, and upon the occurrence of accident the second he actually offered Mr. Rennie twenty cents to throw them away. The latter, who is a prosaic matter-of- fact person, refused. It is significant, however, that shortly after darkness fell, those horns must have fallen too from their fastenings at the back, for at Kuala Kubu they were not to be seen.
