The Chamberlain's Return.
LONDON, March 15th. Mr. Chamberlain met with a tremendous reception at Southampton and London. Replying to an address at Southampton Mr Chamberlain said that he believed a per manent peace was established in South Africa but although he warned the nation against over-estimating the results actually achieved he returned from South Africa in a spirit of confidence for its future. Mr. Chamberlain was greeted at Waterloo by Cabinet Ministers, and the platform was filled with a distinguished gathering, while tremendous crowds in the streets cheered with rapturous enthusiasm. Mr. Chamber lain was visibly touched at the overpowering welcome. All the shipping of Southampton were dressed rainbow fashion and the crews cheered a d the syrens' screeched as the Norman passed. Mr. Chamberlain who was looking considerably aged repeatedly raised his hat in acknowledgment of the welcome. The Corporation of Southampton received him on the quay and a royal train then con veyed the traveller to London. All the towns and villages en route were decorated and there were crowds waiting along the line.

The following letter, signed "A thateholder," was recently published in the Pall Mall Gazette, relating to an article in the same, which bas been reproduced in the Telegraph :—
Sir,—In your issue of the and inst. appears an article discussing the affairs of the Chinese Engineering and Mining Company (Limited)
which in fairness to the other side, in the con- troversy to which you refer, should not be allowed to pass unchallenged. As one having an intimate knowledge of the fats relating to the transfer of the undertaking of the old Chi- nese corporation to the English limited liability Company, though not participating in the pro- fits of that transaction, you will, I hope, allow me to lay before you a few of the facts as they really were and are, and thus in some degree hip to dispel the many misconceptions that must arise from the perusal of so inaccurate a s'alèinent as that which you have published.
It is a matter of considerable surpris: that, all the communications emnating from the directors of the old Chinese company and their friends, so little mention has been made of the most vital of the documents on which the transactin is based--I mean tho.e prior to the final transfer of the 19 h February, 1901, An examination of those decuments would, I think, show that the charges of breach of faith madeby the ringlealers in this agitation have no foundation, whatever. ́ Although the later documents have been published in the Press, those to which now refer have never been disclose, and it is not
unreasonable to suppore that this omis sion on the part of the agitators is due to a desire to suppress anything that would tend to show that the other side had an answer to the insinuations that have been so freely made.

They will also find that the directors of the old Chinese company furnished a written state- meat showing that the net assets of the com- pany, after deducting liabilities, were less than £300,000, that they were glad at the time to be relieved of their desperate position and receive four-tenths of the new share capital; and that it was they who insisted that the capital of the Present company should be £1,000,000. They will also find that various attempts have been
made to work by means of a local board in China, each of which has failed owing to the dissensions of the members. With apologies for having trespassed to such an extent upon your valuable space.
CURRENCY.
In an editorial on the Currency Question, the N. C.
