BUILDINGS BILL. Dear Sir, enclose herewith a copy of letter, dated the 12th September inst, sent by me to the Government, proposing a scheme of general improvement of insanitary areas in this Colony, which I should be glad if you would publish in your columas,
I am confident that if the scheme, pro- posed by me in the letter, were adopted, that in the course of a few years, a great majority of our insanitary areas would disappear, with. out any pecuniary loss to the Colony,
1 may add that many owners of house property, who have studied my scheme, would be only too glad to remodel their houses according to my design, should it be found possible to adopt my financial proposal;
I venture to say, 'that, in my opinion, any substantial improvement ni, the existing state of things, can only be attained in the course of a few years, either by fair and reasonable com pensation being allowed to owners of property, or by the adoption of my proposal, for the reconstruction of insanitary dwellings en im proved Sanitary principles.
