THE HONGKONG TELEGRAPH. MONDAY DECEMBER 16, 1901.

has been settled it will be notified by Edict: the seals of office ar a place called Kad" Tangi Lat this be widely known."

An Edict issued through the Privy Council Office and published on December 1st an nounces that the Court will leave Kaifengfu on the 14th inst. As some confirmation of this, a messenger arrived here from Paotingfu a few

days ago bringing 24 drums for Messrs Moutrie & Co. to prepare, saying that the Emperor was expected very soon at Panting and the instru ments would be required. This is the sth. In pino days much may happen. I think I have already said, if the Emperor returns alone, the real Government may still remain at Kaifeng Some reports, craft the Court with having already left, but no importance need be attach; ed to this think.

hsien on the road on the 37th, the date he was supposed to take over.

a

Wang Wen shao left Kaifengfu on the 35th and must be nearly at Peking by this time. Ho is to send certain reports to the Dowager before the Court moves. Before there is time for any

report to be made the cold will set in and that will effectually prevent the return. If they were really in earnest about coming they would not have lost the opportunity which the present mild season affords.

A rather strong 'Edict has come out with regard to education. It demurs against the regulations of many schools and the poverty of other districts, and commands immediate steps to be taken by the various officials to improve It is stated that Sheng, Governor of Stausi, the general status of schools. Yuan's regula who is an English M. A. and a therouchly pro- tians are strongly approved, and the Edict com- gressive man, has retained Mr. Allen as hiscommands officials to refer to the Board of Givil sulting secretary in forign matters in either appointments for those, regulations that they Shanghai is Tientsin, but 'must proceed to Tai- may be carried out elsewhere. yuenfu whenever required. An [express which appears to-day is for an English or American Tutor for a private family in. Paoting, which has an agreeable suggestion of progress in it.. Yuan's influence will be entirely educational, and many appointments will be open co Englishruen and Americans no doubt.

Wang Chih chun, Governor of Anhui, who was not long since censured by Censors, has been cashiered, but retains bis official rank and will probably receive another appointment. He was formerly Chidend Minister to Russia, and is presumably pro-Russian in his ideas.

The fire at the Palace at Kaifeng proves to have been the work of incendiaries, who belong to a body of malcontents who claim to be 30,000 strong, and declare it their intention to rebel. They have, so they say, a leader whom they acknowledge as their ruler, also military officials and organization. Ten of the suspect ed men have been arrested and will probably be decapitated.

.

The preparations for the Court's. return go daily forward at Pantingfu, and Tls. 60,000 has been already spent on preparations.

Taotai Huang had a narrow escape at Taku on his way south the other day, as two steamers came with collision, which sent a third appar- enily out of her course, nearly swamping a steam launch conveying passengers out to their steamers. The Bar has not improved yet, and the blogk is terrible. What cargo is coming. and going is mainly conveyed by rail, as the

lighters are plying very warily owing to a lot of

floating ice in the river, and things are just in the right condition for a sharp wind to close everything up in 24 hours and catch everyone on the hop. The British Minister who returned on Monday, ran no risks bat went, straight up to Chingnantão and came down by rail. He spent Monday night with Gen. Creagh, and returned to Peking en Tuesday. The mails are very irregular even now.

In view of the late McKinley's likeness' to to Napoleon, so much commented on in his later years, it is an odd fact that Czolgosz's Judaslike method of killing the man who held put to him the hand of friendship has a distinct parallel in an attempt on the life of the great Bonaparte, oply in this instance the assassin was a beautiful woman, and her request was ́a kiss, not a handshake. The Emperor was riding though Abbéville one july day in the İ year 1804, accompanied by a small bodyguard, when a lovley young widow stepped forward in his path, her eyes brimming with tears, her white hands, covered with jewels, held out in supplication. Might she beg one kiss, onc embrace, from the greatest.man in the world, and die happy?

JUDAS IN PETTICOATS.

"

Her eye-lashes (says the chronicle) were very long, her lips pathetic with pleading. She was very charming. The mightiest tyrant in the world saw these things and-doubtless appre ciated the citizen's patriotism. He moved to comply, graciously. But General Duroc flung himself forward, seizing the womn, and dragg ing her to the ground. "My God!" he said,

Look at her wrist!" And, sure enough, there lay a poisoned stiletto, firmly tucked in a bracelet on the right wrist, and clutched by

those soft white fingers ready for deadly use, She died on the rack, unrepentant and incog- | nito, calling herself" Charlotte. Encore" to the" last. Her identity remained always a mystery.

The presentation took the form of two umbrellas and two flags, and was made to the accompaniment of the Hongkong band and native pipes and horns which squealed lustily. The Chinese have very much appreciated the good conduct of the regiment throughout their stay, as has everyone else.

Very universal, regret has been felt at the sudden death of Staff Sergeant Edwards of the Military Works Dept. He was only con- veyed to the hospital four days ago suffering from inflammation of the bead and throat, which almost immediately developed into acute pneumonia, and be succumbed quite suddenly the night before last. The funeral took place yesterday afternoon, the coffin being borne on AR.H.A. gun carriage, covered with the Union Jack, preceeded by the Hong- kong Band, and Col. Prendergast, R.E., Col.. O'Sullivan, Chief of Staff, Capt. Gruinston D.A.A.G, and escorted by a detachment of A Royal Welch Fusilurs with reversed arms. large number of wreaths were sent by brother masons, the British Consulate and others, as Sergt. Edwards had won the respect and esteem of all who knew him, and was remark. ably popular among his fellows.

I was not one of the fortunate few who saw A good meteoric display last night, but belleve it was very good.
