SEA BEGGARS. TO THE EDITOR or the "! Jongkong Teleurant.“

DEAR SIR,At 5 p., of the rath inst, whilst on a voyage from Moji to Hongkong in Lat. 30 N, Long 124 E, fresh monsoon, NE, the, officer of the watch reported å large covered-in China junk, at anchor, with masts unshipped. waving a flag, and making signals for water &

Stopped the steamer and sent away Mr. Franklyn, Chief Officer, in charge of No. 3 Life Bont, to render what assistance was required. He reported the crew consisted of 6 men, the masts and sails, were intact, about 20 galls, water, and sufficient rice, barley and vegetables on board for 2 or 3 days, or anyway, till they could reach the coast.

Now as this is not the first time I have stopped for these Sea Beggars, I would ask you if you would kindly publish this, to guard com- manders of ships and caution others, who in the interests of humanity would board these craft in a high sea, risking a boat's crew (as these junks roll heavily at anchor, and consequently there is no lee side) also loss of time, only to find that they have sufficient to eat and drink on board and are not starving, when they show a bucket. They prefer to sponge on passing steamer when their stores get low, rather than “up stick" and sail ashore, for that would mean loss of time on the fishing ground, and last but not least, the loss of go ceats, or so, for extra chow.

I am, Dear, Sir,

Yours sincerely.

TIENTSIN DAY BY DAY.

(From our own Correspondent.)

TIENTSIN, December 3rd.

A story has been going the round here of late that the palace at Kaifengfu was set on fire last week, and two or three eunuchs had been burned, which had made the Dowager ill, as she had a narrow escape. So far however, Chinese sources have been unable to furnish any proof of the occurrence, and it was prob ably a very small affair, if anything occurred at all. Any way, the report has served as a peg, op which to hang the assertion that the Court cannot return yet, and still no date is fixed for. the great move. Some secret edict was telegraphed to all Governors and Viceroys on the 37th, but nothing has transpired to indicate its purporti

The reason of Yuan Shi Kai's taking over ' the seals at an out of the way town on the road to Paoting was, I find, his desire to avoid all ceremony and comgratulations on account of his being in mourning. It is stated

that it is

his intention to

establish

a Foreign Affairs Bureau in Paoting, and that he has nominated Haw Hsih-chang,' a

Harli Compiler, to be his assistant. As Yuan' is keenly alive to the difficulties of foreign inter- course and the necessity for working well with foreigners, he would be well advised to employ foreign secretaries in connection with his office. He will undoubtedly do every thing possible to advance education in the provinces and it is hoped that he will forward the re-establishment, of the Tientsin University as well as open other schools, He has very clear views as to the educational needs of the country, as may be. gathered from his education regulations, upora Mr. Chamberlain's reference in his speech which educational reform throughout the made at Edinburgh on the 201ultimo to bar-country is commanded to be based, and they barities practised in the Franco-German war suggest that he has studied Japanese edu ca- has produced an extraordinary outburst of An- tional methods and advocates a close copy. zlophobia in Germany, and meetings have He sensibly insists on the necessity for primary been held and violent speeches made in many and intermediate schools as stepping stonias to German cities. Replying in a correspondent colleges. suggesting he should allay the agitation, Mr. Chamberlain says that the agitation is entirely artificial, and based upon a misapprehension of his words which could not offend any sensible German.

OUTBURST OF ANGLOPHOBIA.

Though there is indignation in Germany at the comparision of the conduct of the South African and of the Franco-German wars, it is manifestly largely due to popular belief in pro-Boer stories of British atrocities. The semi-official Nord-Deutsche Zeitung, hitherto silent, commenting on Mr. Chamberlain's letter, describes the agitation as a justifiable resentment at inconsiderate and offensive words spoken at Edinburgh; and adds that the letter tones down the speech, but that Mr. Chamberlain's astonishment at German spa xitiveness remains unjustified. The German Army's reputation for discipline, humanity, and valour is incapable of being affected by false and misplaced comparisions.

Prince Chun left Peking for Kalfengfa on the 27th, Chan Chi-tung accompanying him. As visits to the Court at Kaifeng appear to con.. siderable' advance the visitor's interests, it; is to be presumed that this official will enjoy increased prestige hereafter.
