The rainfall during the month of October has been greater than that of this month for the last ten years. Weather-wise natives have been anying for some months past that the great Adads which occur periodically in the rivers on the west coast of Bomen are due this year. The river Papar bore the brunt of the lant flood and the country around was con- verted into a vast lake. Whole villages were swept away. Shinult such a flood visit the same alisiriet dus gear it is to be feared that most of the new railway would be deposited in the China Sea..

The wet weather has been the cause of a great disaster in Labuan. At Coal Point there haun been various landslips, one in front of the Chinese shops, amother near the Marinding crossing but the most serious accurred on Monday last, October 11, when it was discover ed that the whole of the unbricked portion of the new shaft in process of construction and fallen in dragging with it the earth from behind the bricked part, This shaft has been in hand for three years and was very near' completion. Now it has to be abandoned and over 20,000 has been lost in the undertaking. The greatest sympathy is fel, especially for the manager and staff, who have been unremitting in their

efforts to make the new mine a success. It is

not yet i nown what the Labuan and Borneo Co. will resolve upon.

In consequence of this great loss, Mr. E. Pavitt leaves the Labuan and Borneo Co, and joins the Bombay and Burmah Trading Co. in the Straits. Two other of the European em- ploves leave by the same steamer with him for Singapore,

WHEN AN ENGLISHWOMAN MARRIES A FOREIGNER.

WITHERS'in The Humanitarias) It will astonish many people to be told that a mariage contracted in England between an Eglishwoman arid A Frenchman, even if solemnised in a church here, is not necessarily binding, unless the needful formalities' demand- ed by the French law have been complied with by the husband. The English marriage binds the wife, at least, in England; but the French

man may, should be desire to do so, release himself from all obligations by returning to his own land, where, should he not have complied with the requirements of the French Code, hé is in a position to make another marriage w ich shall be lawful-the contract with the English- woman being null and vold.

Under such circumstances it may be useful to explain what the French Code demands of Frenchmen who wish to contract legal marri ages with natives of another country. First, should a Frenchman be under the age of 23 he must obtain the consent of his parents in a document signed before a notary public. Unless he obtain this consent he cannot contract, a

legal marriage at all. Should he wish to marry between the ages of 25 and 30 he must still ask the consent of his parents by making what is called the "acte respectueux" three time at stated intervals. After he is 30, he must mill repeal the request for parental per mission to marry; but need only wait one mouth before contracting a marriage. Nor is the master entirely disposed of so. The banns must be published-First; at the Town Hall, nearest to the place in which he may be living, if in France, or at the nearest French Consu. late should he be living abroad. Secondly, a the office of the Mayor of the town in which he was last domiciled in France. Thirdly, in the town where his parents are domiciled, if he is under 25 years of age. We see by this how the French law hedges the marriage contracts with many precautions unknown to natives of other lands.

The social laws are sometimes even more stringent, and young people do not meet in the easy and informal manner to which we are accustomed in our country. It is then not to be wondered at, should a young Frenchman spend some time in our midlet, that he should wish to select a wife from the ranks of our fair countrywomen. Then comes the question of his making the "acto respectueux" by which he should solicit the permission of his parents, and in some cases his entire family, to The question of the date, too, is marry.

The better educated classes run fewer risks in this respect, Travel and intercourse with foreigners have made them in some degree conversant with the habits and customs of other countries. Pitiable results are caused: where an English working gid marries a French- man, in London perhaps, and on the return of the couple to France the husband may, should. he desire to dissolve the union, declare that the formalities had not been observed, bring an action in the French courts, and, by. appealing to the Code, obtain his freedom 10735

be proved from a marriage which illegal. That this is so in law is clear; but the French law is paternal in a very high de gree; and, should a wife in such a plight be able to prove that, she, at least, acted in good faith, it will in most cases give her some. protection for herself or her children, if she be a mother even if it punishes the wrong-doer. Having regard to this, it is deeply to be de plored that many women would rather suffer anything in silence thau, by making their cases known, try to obtain possible redress. To nane the expense of law proceedings would be prohibitive; but those who need the aid of a just law should not shrink from seeking the same, even at the risk of publicity.

The marriage of Englishwomen to foreigners is not in itself to be objected to-far from it. The wider our interests and sympathies the better for all. What we would urge persistent ly, however, is that she who intends to marry a man of different nationality should make due precaution to inform herself what the condi- tions of the country to which the other cons tracting parties belong require in regard to a legal and binding union.
