The Viceroy To has called a meeting of the heads of a number of schools and certain other officials to discuss educational reform. It is well known that the present Viceroy is desirous to introduce some change into the methods of instruction. Every attempt at reform in the educational line meets with his approval. The meeting to be held to morrow is mainly to determine the subjects which should be studied by candidates for degrees. Li Hung-chang will not be mourned by the Chinese nation, but his place, which was a very large one, cannot be easily filled. He was a strong man, asthe orderle maintained wherever be ruled shows; he was a very able man, if unscrupulous; and he did not live in a world of unrealities as most Chinese statesmen do Put he did appreciate facts, and had a good working knowledge of the real relation between China and the outside world. The love of money and 34 power was in his nature, but he was not so meanly avaricious as his elder brother; had he not had too great a love of money he might have been a really great statesman und wrought his country lasting good.

WHY THE COURT WAS
DELAYED.
It is now stated that the reason why the Court stayed so long at Honanfü was in con- sequence of the heavy fail of snow that com pletely blocked the roads. If the roads are covered with snow in October, it is considered impossible for the Court to travel in November, therefore it is the opinion of the officials that the Court will be unable to reach Peking till next spring.-Mercury.

· BERLIN, 6th November, The British Press is making advances in an extraordinary way to Russia. The papers are. hinting that if Russia would comply with the wishes of Great Britain, England would not object, to Russia taking Manchuria, and -Japan Corea. In this case Great Britain would demand as a compensation the acknowledgment of her claims in the Yangtze Valley, The British propositions are very adversely criticised by the Russian and the German Press, who both are giving expression to the views held by the official circles of their respective countries.--. -O. THE BOERS AND MARTIAL LAW.
As the friends of the Boers at home have
questioned the validity of the orders issued by Lord Kitchener with a view to the prevention of trainwrecking in the Transvaal and Orange River colonies, it is appropriate to quote the proclamation issued by E. R. Grobler, "Head Commandant of the Southern Army Division. of the Orangs-Free-State Burgher-Forces," at the instance ard with the sanction of President
Steyn and Executive of the Orange Free State," This proclamation concludes with the words. "Given and ordered by me at Colesberg Cape Colony, this 4th day of November, 1899. After the preamble, which asserts that the
success of the arms of the united Republics has led to the taking possession of a portion of the Colony of the Cape of Good Hope," Com- mandant Grobler continues
"I have appointed and do hereby establish by virtue of the powers in me vested by the
former detailed proclamation, and do hereby generally make known the following rules and regulations -
"L in the territory with its inhabitants extending over the country at present oc cupied by the officers, burghers, and troops of the Orange Fice State or which may hereafter
be occupied by them, the.. martial law of the Free State, as embodied in Law No. 10 of 1899; is hereby declared, to be applicable to every need bich may tend to endanger the safety of the burghers and men, injure them, or assist the enemy.

This may be said for Li, that he was a man who had a mind and knew his mind, so that he was a man with whom it was possible to negotiate, and without him the "recent peace negotiations, would have been a sorry business as far as the Chinese are concerned, for Prince Ching is little more than an amiable DISORDERED LIVER,
AND FEMALE AILMENTS. nonentity. There is no one now in China, as far as we know, to put into the scale against Yung Lu, whose ignorance of foreign affairs is enormous. Indeed it may be doubted if there is any Chinese statesman of high rank near the Court who has any practical know ›ledge of foreign affairs. It is plein what an embarrassment this must be for the foreign Legations. Thus the death of Li means a con- spicuous loss for China, for Yung Lu, as wo have shown before, was the mainspring of the attack on foreigners fast year, a madness NOT RESPONSIBLE FOR DEBTS, which Li knew too much and was too wise to by
