THE master of the sailing ship Linnet, which vessel arrived at Singapore a few days ago, reported that when off the Island of St. Paul's, as the ship was going slowly through the water, ene of the seamen necidentally fell overboard, Every effort was made to get at the man, but before the boats, could reach him, a number of albatrosses had pounced upon him, and with their ponderous beaks literally picked the unfortunate fellow's head to pieces.
COOLIE named Worg Afon, who took French lenve from Mr. Lightwood's house two years ago and carried away as squvenirs $98 worth of jewelry and clothing, was lately arrested by a Chinese constable in the Wanchai Market and brought before Mr. Robinson at the Police Court terlay. His Warship committed him for trial at the next Criminal Sessions, accepting bail, meanwhile, in one surety of two hundred dollars.
A CONSCIENTIOUS compositor on the staff of the Rangoon Times addressed this letter to the Edisor:-"Sir,—1 respectfully beg to reques' that, in consequence of my marriage, you will kindly grant me an advance of Rag to enable me to make some clothing for myself, and I promise that if I fail in this last attempt at marriage, I will never marry again. LEUNG KI PO, for whose extradition the Chinese Government has applied on the grounds that he committed burglary, murder, and kidanpping in Chinese territory near Canton, was again before Mr. Robinson at the Police Court this afternoon when the evidence for the defence was concluded. His Worship lourd a prima facia care established, and decided to have the prisone (5 detrined in jail for fifteen days pending the decision of his Excellency the Officer Ad- ministering the Government respecting his rendition to the Chinese authorities.

As a last resource, a sort of final kick, this dodge might stave off starvation for a short time, but, honestly speaking, we wouldn't go ten cents on the magnetic youth-we are not at all sure that even the loquacious Becher isn't a more reliable magnet, and that says very little for both these modern marvels. Punjoms may be under a temporary cloud, yet all those who have faith plenty of it-and can afford to hang on to their very sadly depreciated scrip, will yet reap a rich recompense la big dividends and market quotations beyond their most sanguice antici pallons but, of course, that time is not yet, and we are not at the moment prepared even to hint when it is likely to eventuaje.

THE Singapore Free Press of the 18th inst. says:There was a large response yesterday to the circular issued by the authorities of the Thien Hok Temple, calling a meeting for July 17th at 12 o'clock, to take into consid ration the matter of requesting the British Parliament to prohibit the growth of, and traffic in, opium. From ra till af er 3 o'clock the cople gathered in great numbers, and considerably more than a thousand Chinese must have been present, for up till o'clock 99 names were added to the Chinese petition. Short speeches were delivered, and many Chinese gentlemen took copies of the petition to secure signatures among those who were not present. Both the editors of Chinese papers, the Lat Pau and Sing. Pau, were present, and will very likely give a full account of the proceeds ings. We hear that a public meeting of the English-speaking community is likely to be called sorn in the interests of this movement against oplum.

Mr. Francis said that he would if the testator His lordship agreed that that would have been payable in Hongkong. The rule would be granted. There was considerable force in Mr. Francis argument with respect to the preliminary policy, but his lordship could not come to any other conclusion except that the sealing of the policy in America was proof of the making of the contract there, and therefore that Court would not have jurisdiction. But that was merely an expression of opinion.
Mr. Francis thought it would be of much value to the public, as a caution to them against insuring in American companies,
THE COLONF'S RATING.
The report of Mr. Arthur Chapman, Govern ment Assessor, is published in Saturday's Gazette. It is as follows
I bave the honour to hand you iny report on the work of the Assessment Department under my control since December last.
1. By order of his. Excellency the Governor in Council, I have made an entirely new assessment of Victoria and the Hill district.
2. The result of the new Assessment is that the rateable value of the tenements in Victoria has been raised from $3,062,toz to $3,342,475, shewing an increase of $180,373, or 9.15 per cent on the rateable value, and au increase in | the rates to be collected of $35,000,
3. Launex a tabular statement which will shew the amount increased or decreased in each dis- trict, and the net total increased.
4. The rumber of rateable tenements in Victoria is 7,403, being an increase of 253 since Tuly 1889.
Dullness of trade, increased running expenses, competition, and consequent low rates, have com bined to render the result of the six months working a poor one as compared with previous half-years, but all things considered,the Directors think that the net earnings may be regarded as fairly satisfactory.
The new steamer Heungshan was delivered to the Company over five months after contract time and arrived here on the aoth June. Upon leaving Leith she collided with the quay wall and damaged her stern, necessitating a further delay of three days. The cost of repairing the damage ($1,055) was too small to constitute a claim on underwriters and has been provided for in the accounts of the past half-year. This steamer commenced running on the Macao line on the 8th instant, but ber boilers being in a leaky con- dition, it has been necessary to withdraw her temporarily for repairs. Under our constract the boilers and machinery are to be upheld for six months after delivery by the builders, on whom the Directors will claim for the cost of making good the defects. A claim on the builders for
delay in delivery is also pending.
Considerable repairs will be necessary during the current half-year. In addition to the new deck referred to above, already contracted for at $12,200, and the annual overhaul of the Powan, Kiukiang, and White Cloud, further repairs to the Honam, estimated to cost about $17,000, have been left over until her next docking. With regard to the Kuklang, the directors are not disposed to spend any large sum of money on repairing this vessel, but will do just what is necessary to keep her in an efficient state until an opportunity offers to dispose of her, Meanwhile, she will be kept laid up, to serve as an extra boat in case of need.
In accordance with the Articles of Association, Messrs. Poon Pong and Lee Sing retire from the board of direction by rotation, and, being eligible, offer themselves for re-election.
The retiring auditors, Messrs. A. OD. Gourdin and F. Henderson, also offer themselves for ro-clection.

I have spent a considerable portion of my time in investigating the returns made by the landlords of the rents they receive, on which I base my Assessment, and regret to state that in spite, of the examples made in previous years a number of the returns made to me are false. 10 16 cases, fines were recovered, amounting to $2.364.
FOR gros mismanagement, the Hongkong, Canton and Macao Steamboat Company, Limited, is fairly entitled to the rank of senior wrangler in Hongkong. Its latest exhibition in this direction takes the cake. For more than a week pa it had been known that the new steamer Heungshan, the gigantic tank bullt especially for the Macao route on plans left to the Great Parjendrum, by the late lamented Mr. Noah, would be compelled to dock owing to leaking boilers, and the old Xiu- biang was consequently ordered to be got in readiness to take the place of the latest thing in arks. Friday was the day arranged for the transfer, but a screw was loose somewhere, the c'ever management had miscalculated, or gone to sleep-or something, and the Heung-chan, rotwithstanding her leaky belter, made one more trip to Bracao ard back. The Government Marine Surveyor probably was not aware that this passenger steamer was running in such a defective condition, or doubtless he would have had something to say, on the subject; had it been a privately owned steam-launch or a steamer owned by an outsider, the odis are that she would have been summarily stopp dard a survey ordered. But the Steamboat Company has for years been a persona grata with the Harbour department, and its Belilios luck will sticks to it. However, on Saturday at 11.30 am. the Heungshan was alongside the wharf discharging fer Macao cargo, preparatory to steaming over to Kowloon docks, and the Kiukiang-where was she? THE GOSPEL AT WEST POINT. TO THE EDITOR of the "Hongkong Telegrapin." SIR-We are in rather an awkward fix at this. end of the town, and we know of no one better able to set us to rights than yourself. ́ ́ Could 'you inform us whether there is any scarcity of parsons at your end of the town? If there is, wa can spare a few. Within the last twelve months, there has been a steady increase of Protestant preachers, missionaries, etc., around the Sailors Home, and the cry is "still they come." Well, as you know, too much of even a good thing tends to produce nausea, and we are anxious have a little variation in the Gospel line.
We have got a multifarious collection of preachers, from the high teetotum down to the common whipper-in; all sorts and sizes, long coats and short coats, tall hats and soft hats, and now it has come to no hats at all. The line must be drawn somewhere, and if you had been at the meeting held in the Reading Room at the Sailors' Home the other night, I think you' would be of the same opinion. Having worked himself up to a high temperature, he sat down to cool. I am sorry to say that during the speech, an impinus Calithumpian outside made the remark that the speaker ought to be ashamed of himself, and that as he wore a tail he ought to climb a tree. The Chairman then made a few remarks to the effect that he knew everybody who came to the meeting loved to come (which was very nice); hethan referred to those outside (which was not nice). The meeting closed with the usual knee drill. Now, sir, what is the use of all this bosh ? Sailors, everybody knows, cannot always look so clean as other people, but then blood washing, I am certain, will not make them any cleaner.
