At the present time the subject of this brief memoir is local head of the great mercantile house named above; he is also an unofficial member of the Legislative Council, and a justice of the Peace; and besides being connected with most of the public and private enterprises of the Colony, is chairman of the Hongkong Chamber of Commerce. It is in the last named capacity that Mr. BULKELEY JOHNSON has written and circulated a most auda- cious and uncalled-for letter, which, under the transparent guise of being an explanation and defence of the interests of the Colony, is merely a more than usually virulent attack on Governor HENNESSY. And with this letter we now propose to deal.

pression of Crime, delivered at the Social Science Congress, recently held in Not- tingham, Sir JOHN POPE HENNESSY, Go- vernor of this Colony, now on leave of absence in England; is reported to have: said: “In the little Colony under my gov- ernment one million sterling changes hands every month in the article of Opium. But, with commercial activity and profit, there comes an increase of crime from Opium, from its consumption, and from its smuggling, Hongkong wages a chronic Opium war on a small scale with China. A desperate class of men, the Opium smugglers, make the Colony the base of their operations-they purchase cannon and ammunition there, they fit out heavily armed junks, and engage, within sight of the island, in naval battles with the revenue
