COL Loening declared the Spanish civil war had proved the inerec- tiveness of bombing deets, which were "more or less ignored after the first raid scares."

The real War worth of the airplane will be in delivering foot soldiers, he said, pointing to Ger- many's use of transport planes to get troops into Austria and Italy's similar tactics in seizing Albania.

"I ALIT not discounting the material damage that the bombing plane can do," he concluded, "but airplane bombs are expensive and considering effectiveness, the cost and results do not balance."
