Getting In First?
The pity of the North China situation is that a Japanese Gov. ernment pursuing a wise policy could secure room, and plenty of it. for trade expansion in China.,and could still lead in that expansion, by a clear declaration of recognition of the territorial Integrity of China, and by peaceful negotiations on that basis.
"In the long run. from the commercial point of view, what will Japan gain by the present forceful policy? North China, perhaps. But even it they gain full control of that region in the present cam- paign-which is not yet certain-they will face an ever-growing and ever more resentful army south of the province of Hopel. and the probable loss of trade in many other parts of China.
What is the profit if the economic control" of North China is secured and trade with the rest of China is lost? Is It genuine trade expansion that is sought or just imperial aggrandisement?
These questions are not put in a highly critical state of mind but in an endeavour to find cut just what it is that prevents Japan reaching an amicable agreement with China on the normal expan son bt her trade.
Is Japan determined to get in first and be in a position to dictate the terms on which other nations can trade in North China?, writes C. H. Stanley-Jones in the Sunday Tribune.”
Will It Be A Long Struggle?

Strange as it may seem, most political observers express the opinion that if anyone declares war, it is more likely to be China at this moment. "As a matter of fact," says a leading newspaper, "aggressive as Japan might seem at this time, it would be more dim- cult now to talk peace with Nanking than with Tokyo. In a sense, it could be said that Japan is on the defensive for the first time in the series of its military invasióna of China, China, on the other hand, has assumed the offensive role," writes E. T. Huang in the "Malaya Tribune."
This change of attitude, according to the observers, is largely attributed to achievements of a greater measure of unity and to ac- quisitions of military strength during recent years. At the same time it must be borne in mind that China is fighting a life-and-death struggle in order to save the fate of a nation whose bitter cup of humiliation is being filled to the brim.
Her restraint has been markedly conspicuous throughout these exasperating periods; neither taunts nor insults having goaded, her. leaders to deviate from the national policy that "rio sacrifice should he made unless sacrifice is utterly unavoidable." Now that her patience has been sorely tried ahe is prepared to throw in all her re- sources for a desperate struggle.
