Policy On Iron
The Government of Japan is sparing no effort to check the rise in the price of iron. Besides promulgating the urgent Imperial Ordinance relative to the remiasion of the import duty on iron, a Department of Commerce and Industry "Order was issued recently under the In- quiry into the Resources Law with a view to placing the manu- facturers and sellers of iron under stricter surveillance.

Article 1 of the Inquiry into the Resources Law empowers the Government to order individuals or juridical persons to submit the necessary reports, if it requires them in connection with its inquiries into personal and material resources. Under the new Department of Commerce and Industi, Order issued under this Article, the manu- facturers and sellers of iron are required to submit their monthly re- ports to the Government in regard to the quantities produced, ex- ported. Imported. purchased and sold, together with their prices. They are also called upon to report the" amounts of their stocks at the same time. On Ambassador Kawagoe's return to Tokyo, it is expected, the Ambassador, while submitting & detailed report to the Foreign Minister on the present state of China and the attitude of the Nan- king Government towards Japan, will make important recommenda- tions to him as to the polley to be shaped hereafter, for the adjust- ment of Sino-Japanese relations.
As was made clear on the occasion of the visit to China of the Japanese Economic Mission, says a dispatch to the ""Asahi" the Nan- king Government attaches too much importance to the settlement of political issues in North China to evince an active Interest in the proposal broached by Japan to better Sino-Japanese relations through an economic rapprochement. As another evidence of China's lack of zeal over the improvement of relations with Japan, the message re- fers to the fact that the Nanking Government has decided to cause Ambasador Hsu to resume his post in Tokyo and to staff the Chinese Embassy with second-rate diplomats.
The "Asabl's" dispatch further says that, encouraged by the tendency which has been mainifest in Japan of late to re-examine the China policy, the attitude of the Nanking Government towards this, country has been steadily growing stronger. In view of this situation, the opinion is gaining ground among the Japanese diplomats and military and naval officers in China against any mo- dification of Japanese policy towards China. This general sentiment of the Japanese diplomatic and military and naval authorities on the spot will be conveyed to the Foreign Minister by Ambassador Kawagoe in their personal interviews. The message adds that rumour credits Ambassador Kawagoe with the intention of resigning his post.
New Ambassadors
The appointment of Dr. Sugimura, the Ambassador to Italy, as Japanese Ambassador in Paris will be formally announced very shortly, as the formal consent of the French Government to his ap- pointment has just been secured. The Ambassadorship to France. has been vacant since Mr. Bato was appointed Foreign Minister. Mr. Hotta, the Minister to Switzerland, will probably be promoted to the Ambassadorship to Italy to succeed Dr. Sugimura.
National Situation "Very Grave"
At a meeting of the general officers, including the Army Divt. sion Commanders now in Tokyo, which was held at the Toyama Military School last week, General Sugiyama, Minister for War, em- phasized the importance of the mission with which the soldiers are charged.
