The Soviet Government intands publishing a solemn declara- tion stressing the necessity for France possessing an adequate national defence, thereby throwing the anti-militarist. propaganda of the French communists overboard, according to "Petit Journal" which states that Stalin and Laval had reached an agreement that the future Franto-Russian relations imperatively require the purault of a mutually friendly polley of all domains and that communist propaganda must not be allowed to endanger the pact between the two countries,
The paper says that the Soviet Government, having justified the Franco-Russian pact in the eyes of the Russian masses, by alleging the necessity of defending peace. need be, by the former's arms, could not very, well afford to cover the anti-militarist agita- tion in France with its authority.
