SIR-Reverting to the subject of Elected Representation for this. Colony (I said I would return to the topic in my latter of the 14th instant), I have again read your editorial on "Hong Kong and Fiji" in order to sift the query further as to why we are so behind- hand in Constitutional Reform. Fiji, Jamaica, Africa, and, in matter of fact, every nook and corner of the British Empire is blessed with much better," adminis- èrative machinery" than Hong Kong...

I believe the explanation for this astonishing backwardness is to be found, in party in the fact that the British Government in the past felt dubious about the absolute allegiance of the local Chinese to the British flag.
