"DO WE DESERVE IT?
[TO THE EDITOR OF THE "HONG, KONG. DAILY PRESS."]
SIR-Reverting to the subject of Elected Representation for this. Colony (I said I would return to the topic in my latter of the 14th instant), I have again read your editorial on "Hong Kong and Fiji" in order to sift the query further as to why we are so behind- hand in Constitutional Reform. Fiji, Jamaica, Africa, and, in matter of fact, every nook and corner of the British Empire is blessed with much better," adminis- èrative machinery" than Hong Kong...
I believe the explanation for this astonishing backwardness is to be found, in party in the fact that the British Government in the past felt dubious about the absolute allegiance of the local Chinese to the British flag.

At that period pali ticians could change their religion overnight, shifting from the Catholic to the Protestant fold without any qualm of conscience.
Hong Kong being what it is, the Chinese themselves residing therein have not regarded their domicile seriously enough to devote their heart and soul to the-welfare and progress of the Colony. Some may be here today absorbed in the varied interests of commerce, bank- ing, politics, or education, and to- morrow that may be pluming them- selves as officials in Peiping or Nanking, or hoist with their own petard in bigh financing in Shang-
Why, then, should they make any pother about this little Island į Essentially they are as much birds of passage, as the foreigners here.. Time and again it has been dis- cussed, in conversations and in the local Press, that Europeans them- selves are equally blamable for their callous and indifferent attitude towards the affairs of this Colony! To be sure there are a few who hanker after wealth, honour and position but a large number have their hearts fixed wholly on the

As a bookseller said to the writer one day, whilst talking of acquiring books: "It is hard to sell any books on serious subjects. They are all pooh-poohed as highbrow stuff!
But if there is anything thrown together between two in- triguing decorative covers on topics of salacious interest, lo and behold! what i change. The books will 'go like-hot cakes, regardless of price." Incidentally, bere is an explanation of the kind of public library that Hong Kong gets.
