Philadelphia, May 22.-Virtually complete returns of this week's primary to-day showed that in spite of the apparent victory of the Vare-supported Governor Fran- cis-S. Smith, ex-Governor Gifford- Pinchot has actually received the nomination with a plurality of of 17,000 votes.

Behind Mr. Pinchot lies a long and, distinguished record of public service marked especially by his work on behalf of conservation."

He was a member of the Nation- al Forcet Commission in 1896 after four previous years of systematic forestry work. From 1898 to 1910 he was forester, and chief of the division which afterward was koown as the Bureau of Forestry and is now the Forest Service of the U.S. Department of Agricul ture

Some Far Eastern experience was gained when Mr. Pinchot inspect ed the forests of the Philippine Is Jands in 1902 and recommended-a. forest policy for the islands.

His later history was marked by service on behalf of public lands, inland waterways and, finally the general subject of National TUMBER: • xation In 1017-18 he was a mem ber of the U.B. Food Administra tion, and in 1923 he negotiated settlement of an anthracita coal strike.

From 1923 to 1927, Mr Pinchot was governor of Pennsylvania, the position to which he now sapires once more.
