Chairman's Speech.
The Chairman's speech was, as follows: The report and accounts were issued on May 9, which will have given you time study the figures. I propose, therefore, to follow the usual practice and take them, as well as the auditors' re- port, as read.
• The working account for the year 1998 after payment of an interim dividend of 5 shillings per share and a bonus of 20 per cent. to con tributors, passed at the last annual meeting, shows a balance of recommend that a final dividend of 4 shillings per share on 96,000 shares be paid to shareholders, absorbing £10,200, and that the balance be carried forward to underwriting suspense account.

Washington proved to be the only state returning a majority in favour of modiñcation. Twenty- four states, however, voted over 30 per cent. for modification.
