President Hoover has announced that unless the consideration of the
London Naval Limitation Treaty is "completed during the present session of Congress, he intends to call a special session.
This news came as a complete surprise, for, although the Senate had anticipated "a Vote on the treaty within the limits of the re- gular conclusion that postponement, if any were necessary, would be until the short session" opening next December.

He said that the American dele- gation in London had maintained its atand for a 3-5-3 ratio until February-5.
In reply to questions, Commander Train said that the United States had, at the Washington Conference of 1921, surrendered the right to fortify the Philippines in return for Japan's acceptance of the prin ciple of a 5-5-3 ratio. The United States had not, at London, obtain ed any
additional concession in return for increasing the Japanese ratio.
Rear-Admiral H. H. Hough said that he felt that America had aban- doned the right to "build the ships best fitted to her needs, and that we have lent aarscives to a type unfitted to our requirements.
