With the telephone, as with railway states: projects and in other directions, China's i

progress has been, 'it need hardly be said, seriously hampered by the disturb ed state of the country, and the lots of the construction engineer and the people, often enlightened Chinese, who back him in an endeavour to improve the communi- cations of the country, have not been happy DRES recently, says Bastera Engineering.

To give an example, a contract for the installation of a long-distance telephone system was entered into between the Tientsin-Pukow Railway Administration and a French firm early in July, 1995, and ❘ was approved in August of the same year by the Ministry of Communications. The estimated cost of materials required for the installation amounted to 8916,300 (gold), and was to be paid by the Ad ministration in instalments. In August and September, 1925, a sum of 8439,894 (gold) was paid to the firm. Principally due to sharp decreases in reverse, the Administration was unable to pay the third instalment of 870,193.20 when it be came due, but it asked the Ministry to make arrangements with the Post Office authorities to advance every month from December last a sum of $15,000 | (Chinese currency) from their receipts to the Banque de l'Indo-Chine in Tientsin until the traffe of the line had been fully ! restored. This was done, and work on! the Nanking and Changchow section of the system was scheduled to commence in October, 1925, but dwing to local dis turbances actual operation has been delayed. At present, all the materials

Raw Cotton.-No sales to report.

Metals. Further rises have been re- corded in tin-plates and lead but other Prices are unchanged. Market remains stagnant.

Flour market. Stocks: About 300,000. Market: Quiet. Quotation :-American Patent, 81.25 per suck, American Straight, 83.55 per sack; American Cut off, 83.55 per sack; Australian No. 1, 83.70; per sack; Canadian Cut off, 82.0% Per sack: Canadian Straight, 83.00 per Back; Canadian Second Clear, $200 per sack.

Window Glass.-Market dull. Local stocks heavy...

Sugar.-Market steady.

Saltpetre Business entirely stopped owing to the heavy drop in Exchange.

A case in point is the Hangehow Tele-Bengast ... phone Administration, which was started Kailan Mining Ado toward the end of the Mancha regime Langkat (combined) with capital of between 890,000__and] $30,000. The present system extends to Hushih and Kungshenkiao an the north, Chakow and Nansingkiao on the south, Chienkias on the east, and the West Lake on the west. There are some 1,400 sub scribers, including a large number of Government and public organs and shops, The charge for the use of a telephone is 36.50 a month for Government or public organs or shops, and 85 a month for private houses, plus 820 for installation at a distance with five li of the central office. On the average charge of 28 a month per subscriber the monthly re. ceipts would amount to 88,400, or about $100,000 per year. Such prosperity is an indication of what is waiting other systems when they are completed, and, indeed, the use of the telephone in China should be greater still when peaceful conditions permit business to be done without let or hindrance, for, of course, the dissension which has hampered engineering works has imposed a serious handicap upon the business community.
