Dr. Johnson, in referring to the trans portation problems of China said:

never renew any of the unequal treaties which have made her virtually a slave to the other Powers. As soon as these treaties expire, the Powers concerned will be asked to revise them on a basis of equality and reciprocity. If the other signatories refuse to revise them, then they simply will not be renewed and will be allowed to lapse."
