PROPOSED CHANGES IN
THE INDIAN MAILS
TENDERS FOR ALTERNATIVE SERVICES,
The question of making, far-reaching changes when the present contract for the conveyance of mails between India and this country expires has been engaging the attention not only of the authorities in India, but of the two departments here principally concerned, the India Office and the Post Office. While the Government of India have not yet sub- mitted to the Secretary of State definite proposals as to the terms of the next contract it is known that the local Governments, like the Indian Chambers of Commerce, generally favour a sub- stantially accelerated and if possible a

the last few months have shown that the Director-General of Posts and Telegraphe took a just estimate of Indian needs and sentiment when he reported to the Governor General in Council a few months back that, having regard to the very rapid growth of postal business with the United Kingdom, it is not fitting that India should, with the exception of South Africa, which has not nearly the same amount of commerce as India, be the only important British possession which has only one regular mail service a week with the United Kingdom, and that she should no longer rest content with the once-a-week service which was established 45 years ago." He estimated that the enhanced subsidy for a duplicated service with Karachi as the alternate port, and

such as making Marseilles the European port instead of Brindisi, would cost India not less than £100,000 a year. But this estimate was necessarily conjectural, and it is understood that before definite. tenders are invited the question of appro ximate cost will be carefully examined.
COMMERCIAL OPINION LEMO
City opinions on the subject have been collected by the London Chamber of Com merce, on the recommendation of a joint meeting of the East India and the Posts and Telegraphs sections, for the con- sideration of a special sub-committee. Most East Indis merchants here seem to favour a bi-weekly service, provided that it can be secured without placing an undue harden upon Indian revenues-in other words, that there will be a fair. apportionment of cost as between India and this country. It is scarcely neces sary to say that the Indian authorities ure in the fullest accord, with this view of the financial aspects of the question," but it should be added. that bankers and inerchants are much more anxious for substancial acceleration than for dupli-
It may be mentioned that the propor- tion of cost falling on India under the present comprchot, which expires on January, 31st, 1010, was settled by independent arbitration, and it was recently stated by the Chamber of Com- meros that the Government of India bad no reason to be dissatisfied with the award. The Governor-General in Council will shortly receive draft forms of tender, prepared by the Postmaster General with a view to ascertaining what would be the approximate cost of an accólera- tion of the existing service or of a bi- weekly service, or both.
The claims of Karachi to be the alternate mail port are regarded with widespread favour, though the sequias cence of Bombay interests cannot be expected. There is a saving of 200 miles on the sen journey from Aden, and when, as will be the case within the next year or two, the Sind port has through broad gauge railway communication with the United Provinces and Bangal, instead of being partly dependent, as at present, upon the metre-gauge connection, it will be many hours nearer to Delhi, the winter capital, and other large centroe of the worth, than Bombay is, and even distant Colentta will be the gainer by

and Southern India would be less expodi- tiously served, but as the alternate mails will go to Bombay they would not have any substantial grievance. The possible provision of a ferry service to enable a bifurcation to take place at Aden so that both Bombay and Karachi may have a bi-weekly delivery will probably be ruled out as an expensive luxury, though of course it would be the ideal arrangement. The old argument, against increased speed in crossing the Indian Ocean that the sea-sorting staff find it difficult even under present circumstances to complete their work in time will not apply when the present contract expires Arrangemente have been made for the new Bombay
