A Presidential Proclamation publishes This states that the new mining law. when mines are exploited with the of combined foreign and Chinese capital. the foreign share shall not amount to
than one half. The production of salt and petroleum is declared to be a Government monopoly. The Proclama tion names twenty-three metals, twenty- eight minerali, and ten sorts of clay which may be mined by private persons. Mining is prohibited in close proximity to the Imperial mausolen, trading places, public places, parks, monuments, rail. ways, drainago works, forte, fortifica tions, military depôts, naval porta. If foreigners have a share in mines, they must first produce credentials from their respective Ministers

The CHAIRMAN spoke at the outset of the kindly interest taken by those in high authority in the Colony in the work of the Refuge, and proceeded to refer to four aspects of the work of the institution which appealed to him. In the first place it wrought a great change in the lives of the girls themselves, and they were saved in the highest sense of the word by their residence at the He fuge.
