THE HONGKONG DAILY PRESS, TUESDAY, JUNE 20TH, 1911.
JAPAN'S FLEET.
RUMOURED INCREASE IN HER NAVAL PROGRAMME,
A TAFT FLEATY RESULT.
The Naval Correspondent of the Daily Telegraph writes:-
Recent information has all tended to show that, contrary to expectation, the Japanese Government were showing a disposition to renew the Aulo-Japanese Alliance. It hag even been suzgested that a tripartite league. Bearing the peace of the acids, might be formed. If so, the first indication would prob ably be found in a retardation of Ju naval construction.
I have information that points, on the other hand, to eu acceleration.
Unfortunately, it would seem that pallio opinion among, at any rate, a section of the Jarance, and that not ill-informed nor unin- Auential-regards the Anglo-American negotia- tions as fraught with sinister motives towards Japan. The United States, this section ofopinion asserts, bus now obtained the consrat of Great Britain to disturb the world's peace in the Far Japan must resist the American Enst.
Japan designs, or lose all she possesses..... Cars that the spirit of a new cruzada is stirring against her among the Christian peoples.
give only the tenor of the information I bure received from Japanese friends.

FEELING AGAINST THE MINISTRY. Now com the proposed Treaty of Arbitra. tion to confirm the view of those who hold this opinion that on the outbreak of the war which they consider most probable, the assistance of Great Britain must not be expanfod, evou if the casus foederia shont arise. The opposition to the Katsura Ministry, always strong, and particularly hostile to Baron Komura, the Minister of Foreign Affairs (who negotiated the Portsmouth Tranty), is, therefore, gathered fresh strength, nad the fall of that Ministry is not unlikely.

It is pointed out in the new ging in the Great Northern Telegraph Com- 18se of "Brassey" that the Japanese Gorera- ment have in hand the sum of £20,000,000, raised daring the war, to be devoted to "sup- plementing and implementing the navy. There is therefore, smple monoy available for shipbuilding, even at European prices-aad the Japanese claim to be able to build at about a third of the cost; referrinz, presumably. to labour only If, then, the dockyard accoume dation insufficient and material can be tained, there is no obstacle in the way of a grost and rapid expansion of the Japanese Navy; and in relation to this it is highly significant that a reserve of naval officers largely in excess of the number required for the flest at ite present strength has been built up:
