WAR IN CAMERA The close season for party politics is the open season for diplomatic activity, Although everybody is on holiday- not only Mr. Chamberlain and Lord Halifax, but also Hitler and Herr Rib- bentrop the fate of Europe may well be decided during these coming sum- mer weeks.
For statesmen the holiday is not much more. than a cover. Hitler is in the habit of making up his mind in his retreat at Berchtesgaden, Herr von Ribbentrop is engaged in high politics at Salzburg. Mr. Chamberlain, and Lord Halifax are in close touch with events and their uncertainty of ad- dress protects them from unwelcome interruptions.
In brief, the issues of peace and war. are now being thrashed out. But the battle of wits is conducted in camera. -"Time and Tide."

HITLER'S BIG AMBITIONS
The question of Danzig is even be- coming one of minor importance. Dan- zig will certainly not be the cause of a general conflict and may not even be the occasion. Nor is the Polish pro- blem the whole problem. The elimina- tion of Poland is but a means to an end-or, rather, a “nécessity," as the Germans, regard it. Germany cannot make herself master of Eastern and South-eastern Europe as long as Po- land exists. She cannot even conquer and hold Rumania as long as her flank is threatened by the Polish Army.
She "needs" Rumania not only for the sake of the oil but for the sake of grain and other Rumanian products which she regards as essential to her survival in case she is cut off from the rest of the world by war, boycott, and

ROOSEVELT-THIRD TERM?
Mr. Roosevelt has a great am- bition to cut a noble figure in the history of the world, and he is convinced that the time is ripe for him to do so. Tiere is a very distinct possibility that Me. The British Gov- ernment is well aware of the de- tails of this stit- fening 'in the American atti- tude, and it is be lieved in Washington that this know- ledge is having a decided effect on the British attitude not only in the Far | East but also in Europe.
