(c) Every such tap situated at the rear of the tank wagon shall be protected by the rear cross member of the frame, protection being afforded also when necessary to the lower rear portion of the tank.
(d) Sub-paragraph (a) of this paragraph, so far as it relates to the provision of an internal valve, shall not apply to any draw-off pipe connected to a tank which is emptied by a siphon system.
(e) Sab-paragraphs (b) and (c) of this paragraph shall not apply to any tap which is---
(i) fitted to the tank of a vehicle which complies with the regulations in Section B of this Part as well as with the regula - tions in this Section,
and
(ii) does not project beyond the back of the vehicle,
(iii) is adequately protected against damage from collision.
(11) Every filling pipe shall, unless the cover of the filling opening thereof is fitted with a lock, project into the tank nearly to the bottom of the tank and shall terminate in such a way as to provide at all times a liquid seal at the bottom of the pipe.
(12) Every dipping pipe shall project into the tank to the bottom thereof.
(13) Every ventilating opening, other than a dipping pipe, shall be covered with double fine brass wire gauze having a mesh of not less than 28 to the linear inch, and shall be protected by a cover or by a vacuum pressure relief valve when not in use.
PART XIV. STORAGE OF PETROLEUM AT INSTALLATIONS.
219. In this Part-
(1) "heavy oil" means petroleum in liquid form, which has a flash point above 150° Fahrenheit.
(2) "installation" means any place or premises specially prepared for the storage, manipulation or blending of low flash liquid, high flash liquid or heavy oil in any quantity exceeding in the aggregate 1,000 gallons, and specified in a valid licence to store petroleum in such quantity.
(5) "storage shed" means a building within an installa- tion used for the storage of low flash liquid, high flash liquid or heavy oil otherwise than in bulk, and includes a filling shed.

(4) the proper authority means the Licensing Authority and such other person or persons for the being appointed by the Governor for administering any of the regulations in this Part.
220. Every installation shall be situated, erected, and maintained on a site specially approved by the Licensing Authority and the Director of Public Works.
