221. The whole area of every installation excluding such part thereof as fronts to any harbour shall be enclosed by enclosure walls to the satisfaction of the Chief Officer of the Fire Brigade.

222. No unnecessary act which tends to cause fire or explosion shall be done in any installation, and every precau- tion shall be taken therein to prevent waste oil from passing down drains or water-courses and from reaching shipping.

223. No person shall smoke in any installation except in such part thereof as is specially allocated for smoking.

224. Notices bearing, in English and Chinese, the words "No Smoking" shall be conspicuously posted in every part of every installation where smoking is prohibited.

225. All operations in any installation in connexion with the business carried on therein shall be supervised by the licensee or by some responsible person acting under the orders of the licensee.

226. If fire of any description occurs in an installation, the licensee or some other responsible person shall immediate- ly notify the Fire Brigade.

227. No goods of an inflammable nature, other than low flash liquid, high flash liquid, heavy oil or goods connected with the business of the installation shall be stored or kept in any installation, except with the consent of and subject to the conditions imposed by the proper authority.

228. There shall be provided in every installation such foam-producing apparatus and such other fire-extinguishing appliances as shall be required by the Chief Officer of the Fire Brigade, and all persons employed in an installation shall be instructed periodically in and become conversant with the proper method of using such apparatus and appliances.

229.-(1) Subject to the provisions of regulation 230, every leak in any tank in an installation shall be promptly repaired.

(2) No person shall enter any such tank without the permission of the licensee or other person in charge of the installation.

230.—(1) No tank in any installation shall be repaired in any manner involving the use of hot rivets or other source of artificial heat until a certificate by an approved person that the tank has been thoroughly ventilated and rendered free from inflammable vapour has been produced to the Licensing Authority.

(2) Until such certificate has been issued, no lights or lamps, except portable safety lamps of a type approved by the proper authority, shall be taken into the tank.

231. Every tank in an installation shall be constructed of mild steel plates properly welded or riveted together and caulked, and shall be designed according to sound engineering practice.
