As indicated above, 23 of the additional posts included for 1964-65 represent transfers of staff from the establishments of the Kowloon-Canton Railway and the Medical and Health and Social Welfare Departments. The new post of Stores Officer is offset by the reduction of 1 post of Senior Accounting Assistant under Head 76: Treasury.

1 post of Foreman Class III, 2 of Motor Driver, 2 of Ganger and 6 of Labourer are provided for the new vehicles for which provision is made under Special Expenditures.

7 of the additional posts of Stores Assistant (offset by the reduction of two posts of Stores

Supervisor Class III) are provided as a leave reserve for the Stores Supervisor grade.

The increasing additional posts are provided to cope with the increasing volume of work or as a result of a re-assessment of duties and are in certain cases offset by the reduction of existing posts as indicated in the footnotes to the Estimates for this Head.

Under Other Charges Annually Recurrent, the provision for the collection of sand is increased

by $4,000,000. There will be a corresponding increase in revenue.

The provisions included under Subheads 12 and 15 cover the supply of additional requirements in existing premises and in new buildings costing up to $100,000. Provisions for furniture and office equip- ment in new buildings costing more than $100,000 are included under the appropriate Public Works Non- recurrent Subheads.

Normal promotions and increments and expansion of certain existing schools have required an increase of $5,150,000 in the recurrent subvention to subsidized schools.

Assistance to an increased number of selected teachers and pupils in private schools is the main cause of the estimated increase in the recurrent subventions to private schools of $455,000.

New subheads entitled "Chinese University of Hong Kong" are included under both recurrent and special expenditure following the establishment of the new University during 1963-64.

The overall provision under Recurrent Expenditure shows an increase of $4,000,200 as compared with 1963-64. The major items of increase are: Alice Ho Miu Ling Nethersole Hospital - $197,000, due mainly to increases in staff salaries and wages and the recruitment of additional staff; Grantham Hospital - $542,900, for the maintenance of an additional 84 beds; Family Planning Association of Hong Kong- $100,000, in view of proposed expansion of activities; and Tung Wah and Associated Hospitals-$2,000,000, due to increases in expenditure on staff salaries and services, In addition, a new subhead Caritas Hospital, So Uk is included with a provision of $1,000,000, covering a subvention towards the recurrent costs of the Hospital which it is expected will open during 1964-65.

Under Special Expenditure. the reduced provision for the new Kwong Wah Hospital reflects the approaching completion of this project.
