The overall recurrent provision for 1964-65 shows an increase of $858,400 as compared with 1963-64. Comments on individual items (with the increase in provision shown in brackets) are as follows:
Boys & Girls' Clubs Association ($166,400), mainly to meet the salaries of the new posts of General Secretary and Executive Secretary; Boy Scouts Association ($11,400) for expanding activities in 1964-65; Children's Playground Association ($14,000), for the employment of additional games organizers and assistant librarians; Chinese Young Men's Christian Association ($4,500), for adjustment of salaries; Good Shepherd Sisters ($50,000), towards the running expenses of the proposed Home at Aberdeen; H.K. Conference of Youth Organizations ($21,000), towards increased expenses of the Silvermine Bay Holiday Camp; Hong Kong Council of Social Service ($53,000), for appointment of a new Executive Director and assistant Director and also a qualified supervisor for the Employment Assistant Scheme; Hong Kong Dis- charged Prisoners' Aid Society ($26,200), for the recruitment of 2 additional case workers and 1 clerical assistant for a new casework centre; Hong Kong Family Welfare Society ($24,000), to cover increases in cash loans and grants and the operating costs of a new centre at Sheung Shui; Hong Kong Federation of Youth Groups ($85,000) and Hong Kong Juvenile Centre ($25,000), both for the employment of additional staff; Hong Kong Sea School ($35,000), towards the salaries of additional staff in connexion with an expansion in the number of places; Hong Kong Society for the Blind ($65,000), in view of an increase in the number of trainees; Little Sisters of the Poor ($27,000) with additional old people to be cared for; Maryknoll Sisters ($21,000) for additional staff; Mercantile Marine Assistance Fund ($5,000), for increased rate of grants; Po Leung Kuk ($65,000), towards the recurrent expenses of a proposed nursery for 100 children and also the cost of caring for an additional 80 mentally defective and physically handicapped children; Port Welfare Committee ($59,200), to enable the Committee to afford increased assistance to the organizations supported by it; Precious Blood Sisters ($15,000), for salary adjustment and also in view of an increased number of children to be cared for; Salvation Army ($10,000) due to the introduction of a new item relating to the running expenses of 3 nurseries; Sin Tin Tao Home for the Aged ($11,000), towards increased expenses arising from an increase in the number of inmates; Society of St. Vincent de Paul ($10,000), for expansion of activities; St. James Settlement ($5,000), to cover rates on a new building; Tang King Po School ($6,000), for expansion of activities and additional staff costs; Women's Welfare Club West ($9,900) towards the provision of services to 80 more children on completion of the additional accommodation; Young Women's Christian Association ($15,000), towards adjustment of staff salaries.
New items appearing for the first time cover subventions in respect of the Duke Edinburgh's Award Scheme (Hong Kong), St. Thomas' Day Nursery and the British Commonwealth Save the Children Fund (Norway Hostel). The subvention to the Hong Kong War Memorial Fund Committee has been deleted as the routine work of the Committee will in future be performed by Social Welfare Department staff. Certain subventions which consist solely of refund of rates have been grouped together under the subhead "Charitable Organizations: refunds of rates", with the consequential deletion of certain subheads as indicated in the Estimates.
Items under Special Expenditure (other than revotes) include:-Boys' & Girls' Clubs Associa- tion ($33,000) towards the cost of new libraries; Boy Scouts Association ($86,500), for extension of scouting in Resettlement Estates, a Sea Scout Base and a New Territories Camp Site; Children's Playground Associa- tion ($9,000), to cover cost of audio-visual aid equipment; Girl Guides Association ($15,000) towards the cost of a New Territories Headquarters building at Yuen Long; Hong Kong Council of Social Service ($3,700), for office furniture & equipment; Hong Kong Discharged Prisoners' Aid Society ($5,000), for equipping a new casework centre; and Po Leung Kuk ($25,000), for the conversion of accommodation in order to house handicapped children.
