Under Other Charges Annually Recurrent increases in the provisions for coal and fuel oil and lubricants are attributable to the higher fuel consumption of the new diesel locomotives and to an expected increase in mileage run. The increase of $118,000 for maintenance of permanent way and struc- tures is due to necessary replacement of sleepers.
Special expenditure items include provision of $9,686,000 (including a revote of $1,000,000) for the purchase of 23 coaches and a revote of $1,728,000 for renewal of the signalling system at Kowloon Station. Provision of $120,000 is also made for the lengthening of platforms and construction of a footbridge at Yau Ma Tei Station which will enable full length passenger trains to be accommodated and passengers to cross the track with safety.

One additional Assistant Labour Officer, four Labour Inspectors Class II, two clerks, one typist and one clerical assistant are provided to assist with the enforcement of the provisions of the Industrial Employment (Holidays with pay and sickness allowance) Ordinance, 1961. One additional Senior Labour Inspector has been provided for supervisory duties. Three clerks, one typist (offset by the reduction of one clerk) and one clerical assistant are required to deal with the increasing volume of work arising from the expanding activities of the department.
Under Other Charges Annually Recurrent, the main increase occurs in item (1) (Industrial Health and Safety) of Subhead 4 in which provision has been included for an exhibition illustrating safe practices in industry which it is proposed to hold in the course of the year.
