A review carried out in 1958 showed that the staff of the New Territories Administration was inadequate to cope with its duties and the department was strengthened by the addition of the staff asterisked above. One of the additional Cadet Officer posts was nominated as Assistant District Com- missioner and the other was included for the control of squatters in the New Territories. A nucleus of Land Bailiffs, Area Officers, Clerks and Motor Drivers was added to deal with the New Territories squatter problem and the control of temporary structures.

To deal with the Land Administration of the New Territories one Senior Estate Surveyor has been added and three Estate Surveyors, nine Map Draughtsmen and 13 Land Bailiffs, formerly included under Head 28, have been transferred to this department's Estimates.

Additional clerical staff is included to make it possible to separate the South and Tsuen Wan

District Offices.

Considerable increases, particularly in the supervisory grades, have been included for the New Territories Scavenging Unit. This Unit has been understaffed in the past with the result that the standard of the service provided has fallen far behind the growth of the population and the general development of the New Territories.

Under Other Charges Annually Recurrent, the net increase of $1,068,900 largely results from an increase of $830,000 in the Local Public Works Vote. A substantial increase of $250,000 in this Vote was approved in the previous financial year by Special Warrant, and this further increase will enable Government to increase substantially the volume of work carried out in this important field. The Stores and Equipment Vote has been increased by $115,000 to provide adequate stores for the larger Scavenging Unit and for the newly formed Squatter Control Unit. Additional staff also account for increases in the provisions for Rent of Offices and Quarters and Uniforms.

Under Special Expenditure, funds have been included to provide improved facilities on the New Territories beaches and for additional equipment for the Scavenging Unit. $60,000 is included to provide a wireless communication system between the District Offices and the Departmental Headquarters. $137,700 is included for transport for the Scavenging Unit, the Squatter Control Unit and the District Offices. $7,500 is included for the cost of air photographs: an aerial survey of the New Territories is planned to facilitate the control of squatters.
