By a resolution passed on 18th March, 1959, $25 millions was appropriated to the Development Loan Fund. This, together with building loans of $1,000,000 to the purchasers of restricted auction lots in Shek Wu Hui and additional expenditure of $380,000, $200,000 and $1,500,000 for Commission, difference in exchange, etc., Refunds of revenue and Transport of Government officers respectively, have increased the revised estimates for 1958/59.
The net increase in recurrent votes for 1959/60 is $2,193,000. This is mainly caused by increases in provisions for the Courses of Instructions subhead to meet the cost of training more serving officers overseas and for Transport of Government Officers due to the greater number of officers travelling.
Under Special Expenditure an increase of $1,650,000 is required for Contribution to the Develop- ment Loan Fund due to more educational interest-free loans having been approved.
