The two additional Senior Superintendents are required for new posts of Battalion Commander and Training Officer in Hong Kong Island & Kowloon Commands and are offset by two posts of Superin- tendent. One post of Superintendent has been created for a Force Welfare Officer, a further post as Transport Officer and one as Staff Officer, Traffic Branch Headquarters. Nine Chief Inspectors, thirty two Inspectors, and four hundred & sixty two additional Rank & File are necessary for general expansion. Against these increases are reductions of one Chief Inspector, six Inspectors and twenty Rank & File. Two Executive Officers are required to replace two Inspectors in the Traffic Branch whilst three additional Confidential Assistants are required to handle an ever increasing volume of classified correspondence of a confidential nature. Of the seven additional Interpreter/Translators, two are for general duties and seven for Special Branch to which the nine Executive Assistants are also to go. Thirty nine clerks are required to deal with the additional volume of work created by the expansion of the Force and its activities. One Assistant Radio Communications Officer, one Assistant Radar Technician, Class I, ten Battery Mechanics, four Assistant Wireless Telecommunications Technicians Class I, sixteen Class II, one Carpenter, one Stores Attendent & six Coolies are required to implement the Ross-Gwynne Report on Police Communications and are partly offset by the reduction of one Radio Mechanic and twenty Rank & File. One Senior Photographer and one Photographer are necessary to cope with the additional work in the Identification Bureau. The two Police Training Officers are required for specialized instructional purposes at the Police Training School.
The net increase in Other Charges Annually Recurrent is $703,400. This is mainly accounted for by increased provisions for Accident Prevention Propaganda, Fuel Light and Power, rent for additional quarters, Subsistence allowances and Traffic Lights and Aids.
Most of the provisions under Special expenditure are revotes. New money is provided in sub- head 17 for the installation of inter-office communication systems at Police Headquarters, Kowloon and the Anti-Corruption and Narcotics Bureau, and for replacement of worn out tape-recorders. The copying machine provided under subhead 20 is for C.I.D. Headquarters, while the filing equipment is needed to improve the storage of records throughout the Force. Three new 999 telephone switchboards are being provided to enable the system to be decentralized. $115,500 is provided in subhead 25 for the replacement of radar sets which have reached the end of their useful lives.
