In the case of Mr. Chick, I gather that you
are waiting for the adoption of the Colonial
War Office Office scheme referred to in your telegram to
C.-in-C., Hong Kong No. 26290 of the 7th
November. But could C.-in-C., Hong Kong not
now say whether he is prepared to grant a
military permit to Mr. Chick as a person essen-
tial to the rehabilitation of the colony?
As regards Washington telegram No. 7529,
I see from Mr. Brain's telegram No. 733 of the
(cops of which has been sent to you by our Passport Control sept 9th November that Supreme Allied Commander, South
East Asia, is issuing sea transit permits where
necessary to civilians who have occasion to
travel through SEAC to destinations not within
