Please see Washington telegrams Nos. 7074 of the 24th October and 7529 of the 10th November, copies of which have been sent to you and to the Colonial Office. I enclose duplicates for convenience of reference.
In the case of Mr. Chick, I gather that you are waiting for the adoption of the Colonial Office scheme referred to in War Office telegram to Commander- in-Chief, Hong Kong No. 2629) of the 7th November. But could Commander-in-Chief, Hong Kong not now say whether he is prepared to grant a military permit to Mr. Chick as a person essential to the rehabilitation of the colony?
As regards Washington telegram No. 7529, I see from Mr. Brain's telegram No. 733 of the 9th November (copy of which has been sent to you by our Passport Control Department) that Supreme Allied Commander, South East Asia, is issuing sea transit permits where necessary to civilians who have occasion to travel through AC to destinations, not within this theatre. Could Commander-in-Chief, Hong Kong not arrange to fix up something similar in the case of Hong Kong?
