Administration

We consider that the bulk of the administrative work, which is primarily an army responsibility, could be undertaken by the administrativo staff of General Festing's headquarters.

Inter-Service Staff

4. There will be a requirement for a small inter-service staff to co-ordinate the activities of the three Services and to ensure the implementation of the policy laid down by the Commander-in-Chief. A senior staff officer will be necessary and we suggest he should be an R.A.F. officer.

A small secretarial and clerical staff would also be required.

Civil Affairs

5. We have not included any civil affairs officers as there is already a Chief Civil Affairs Officer in Hong Kong, who will eventually have an adequate staff of 363 officials, and it is his duty to act as adviser to the Commander-in- Chief on all civil affairs matters.

Recommendations

6.

We recommend the despatch of the annexed draft telegram to Admiral Harcourt, repeated to Admiral Mountbatten and Admiral Fraser.
