Report by the Joint Planning Staff

As instructed+, we have propared a report on the size and composition of the inter-service staffs required by Admiral Harcourt.

2.

Admiral Harcourt's responsibilities*.

chief responsibilities are :-

Admiral Harcourt's

(a) The military administration of the Colony and

the maintenance of law and order.

(b) The defence of Hong Kong and the command of

forces of the three services stationed ashore in the Colony.

(c) The co-ordination of all administrative under-

takings, civil and military, within the Colony. (a) The co-ordination of all maintenance requirements

of the three Services and the placing of consolidated domands on the appropriate authority.

(e) The provision of port and other facilities for the support of American and Chinese forces in the hinterland.

(f) Liaison with General MacArthur, Generalissimo

Chiang Kai-shek, Admiral Mountbatten and Admiral Fraser.
