Following from Chiefs of Staff.

1. We have considered the composition and provision of

a small inter-service staff for you as C.-in-C., Hong Kong,

if you have not already taken steps to form one.

2.

The bulk of the administrative work which is primarily

an army responsibility might well be undertaken by

General Festing's administrative staff.

3. We suggest that you will need a small inter-service

staff to co-ordinate the activities of the three Services and

to ensure the implementation of your policy. Your senior

staff officer might be an R.A.F. officer with rank of

Group Captain. The staff might consist of an officer: from

each service of Commander or equivalent rank.
