Agree that you should on no repeat no account

become involved in negotiations with representatives of

Chinese Government with a view to arranging Chinese assistance

in the event of a Japanese attack on Hong Kong, either in the form

of military assistance within the Colony itself or of operations

on the mainland. You should however endeavour to give no cause

for deterioration in our relations with the Chinese Government

when declining to enter into negotiations with them.
